This policy advocacy document discusses a change in local board of education policy in a school district to require the annual approval of a professional learning program which includes options for a micro-credentialing, a self-directed, job-embedded professional learning practice which allows teachers more freedom to choose a focus and pacing for their learning experiences. Purpose: The purpose of this study was to develop policy alternatives by the years 2019 to 2025 that would assist state policy makers, legislators, and advocates in adding definition to California school facility development and funding.

Methodology: This study involved descriptive statistics using a Delphi study method. Within the theoretical framework established for policy analysis, this Delphi study was inclusive of the knowledge and expertise of an expert panel that was nominated through peers. Purpose: The purpose of this phenomenological qualitative study was to describe how expert teachers at the high school level perceive the impact of rigor, relevance, and personalized learning on the learning experience and achievement of gifted and talented (GATE) students.

Methodology: Data collected for this study included classroom observations, interviews, and documents. The target population consisted of public high school teachers of gifted learners in grades 9-12. Moreover, teacher participants were chosen using both purposeful and emergent sampling procedures.

Problem

With the introduction of a national curriculum, content standards, and federally mandated assessment; involuntarily teachers have adopted test-based teaching approaches in the classroom. Concurrently, researchers are celebrating brain-based learning because of breakthroughs in neuroscience and cognitive psychology and are promoting it as a watershed teaching opportunity. This has created a gap between research and practice, meaning that teachers’ ability to implement brain-based learning has been affected negatively.

Method
