With the advent of the fourth industrial revolution and the intelligent economy, this conceptual chapter explores the evolution of educational governance from one based on governing by numbers and evidence-based governance to one constituted around governance by data or data-based educational governance. With the rise of markets and networks in education, Big Data, machine data, high-dimension data, open data, and dark data have consequences for the governance of national educational systems. In doing so, it draws attention to the rise of the algorithmization and computerization of educational policy-making. Although classrooms across the United States continue to become more diverse, teachers are often underprepared to support the learning of immigrant students and students labeled as English learners (ELs). In the current investigation, we turn toward literature discussion using bilingual poetry with teachers to learn how participants recognize their assumptions and beliefs related to language and culture. In this phenomenological study framed with sociocultural and transactional theories, we present data related to teachers’ discussions of one bilingual poetry picture book. We share findings related to teachers’ understandings about their own assumptions, as well as personal connections to challenge those assumptions. …

This article discusses the implication of soft diplomacy in education, in the form of educational cooperation, for the governance of regimes. In drawing upon regime theory, it suggests that the Commonwealth should be viewed as a regime, and its survival is partly dependent upon how it uses educational cooperation to coordinate its functional areas, such as education. Moreover, educational cooperation at the transnational level is different from traditional South-South cooperation in that it is based on the coordination of hierarchic mechanisms. Shifting Positionalities Across International Locations: Embodied Knowledge, Time-Geography, And The Polyvalence Of Privilege, Blanca Minerva Torres-Olave, Jenny J. Lee

Despite a robust body of scholarship on positionality, the practice of international higher education research often neglects engagement with the varied, fluid, and complex positionalities of researchers across national boundaries. Through a series of vignettes, the authors argue for reflexivity that extends beyond rigid social identities and towards embodied knowledge, or selfunderstanding that is mutable and context-responsive. For international mobile researchers especially, new affinities can evolve through propinquity and social custom, and gradually become incorporated into self-knowledge with the passing of time. “Do This In Memory Of Me”: Examining Catholic Subjectivity And Teacher Education, Seungho Moon, Ann Marie Ryan, Terri Pigott

This paper is about Catholic subjectivity and teacher education. We explore multiple notions of Catholic subjectivity drawing from their Korean, Irish American, and Filipino-Polish heritages. Lived religion and memory writing are conceptual and methodological foundations of this paper. We examine multiple meanings of Catholic subjectivity via self-reflexive investigations on self, others, and the community in diverse sociocultural contexts. We argue that attention to teacher subjectivity with spirituality is deeply aligned with promoting the public good, such as advancing diversity and social justice issues in teacher education.

This article provides a comprehensive review of the theoretical and empirical progress of indecision structural models and assessment from 2000 to 2017. Because career indecision remains a central topic for career counseling, it is important for the field to achieve an updated understanding of its models and measurement. Based on the development of theory-driven and data-driven indecision models and measures, the review generally found that the Career Decision Difficulties Questionnaire, the Emotional and Personality Career Difficulties Scale, and the Career Indecision Profile could reliably and validly measure various factors of career indecision. Including students with disabilities requires schoolwide interventions that are implemented with fidelity (adherence). Collection of fidelity data may become problematic when multiple evidence-based treatments exist in one setting. To address concerns around efficiency of data collection, this study hypothesized that the three sampling approaches (proportional, consensus, stratified random) provided similar levels of agreement with an expert rater, thus warranting the differentiation in their applications based on the needs of the evaluators. Three high schools were randomly assigned to one of three sampling approaches (i.e., proportional, consensus, stratified random) to complete a fidelity measure for the implementation of a schoolwide inclusion …

Gender inequality in science and technology fields takes various and complex shapes, from recruitment and retention across educational levels, to job entry and advancement barriers, to pay and compensation. Although the salary gap for women in these fields is well documented, much of the relevant research has relied exclusively on mean earned wages to estimate compensation differentials by gender. This approach may underestimate the actual extent of the gender gap more than if more comprehensive measures of compensation (e.g., wages along with health insurance and retirement benefits) were used. The aim of this article is to describe a specific approach to preparing elementary teacher candidates to teach engineering through a field-based undergraduate course that incorporates various engineering experiences. First, candidates visit a children’s museum to engage in engineering challenges and reflect on their experiences as learners as well as teachers. The majority of course sessions occur on-site in a neighborhood elementary school with a dedicated engineering lab space and teacher, where candidates help facilitate small group work to develop their own understandings about engineering and instructional practices specific to science and engineering. In this article we examine the ways in which institutional stratification and academic labor segmentation contribute to shaping faculty collaborative activities. We draw on interviews from science and engineering faculty at two institutions in the United States to highlight how collaboration, as an essential form of academic labor, is shaped by institutional factors like resource stress and isomorphic pressures to fit the ideal of the “world-class” research-intensive university. School Choice, Youth Voice: How Diverse Student Policy Actors Experience High School Choice Policy, Kate L. Phillippo, Briellen Griffin, Bryan J. Del Dotto, David Castro, Ekram Nagi

School choice research is abundant, but rarely incorporates students’ experiences or perspectives. This study investigates a diverse group of students’ school choice experiences as they applied to, gained admission to and enrolled in high school in Chicago Public Schools, which offers over 130 options. Adapting Ball and colleagues’ (2012) concept of policy actor positionality, we analyzed the role of students’ developmental and social statuses in students’ school choice experiences. Students’ policy encounters were developmentally consistent, but their admissions results and subsequent academic trajectories diverged by their socioeconomic status. We discuss these findings’ developmental and equity implications for school choice policy.

With the implementation of Every Student Succeeds Act (ESSA) in the United States, teachers have been given new responsibilities tied to supporting student scholastic and behavioral needs. The recent implementation of ESSA has left educators with minimal professional development support options to acquire skills to support students under this Act. To meet the diverse professional needs of teachers, it is necessary to look toward new cost-effective methods for professional development that stretch beyond in-person trainings, and that will prepare teachers to support the scholastic and behavioral needs of all learners.
