Existent literature purports that providing White teacher candidates with increased exposure to urban schools in order to create culturally competent educators has failed. These findings reflect the notion that teacher ideologies and overall perspectives about working with diverse student groups must be harnessed in a genuine ethic of care and intentionality for students of color. As the population of English Language Learners in United States public schools has risen significantly in recent years, the unique academic challenges these students faced, particularly in middle and high school, became more apparent. A widening reading and vocabulary gap between English Language Learners and their native English-speaking peers posed particular barriers in secondary content area classes, where many teachers reported feeling ill-prepared to meet the specialized linguistic needs of their English Language Learner students. Encouraging relaxed and playful interaction over stories naturally fosters language interaction and both preliteracy [hereafter (pre)literacy skills] and literacy without anxiety. Reading for pleasure is valuable for young hearing children – we know that, it is among the most beloved family rituals. In this article we argue that reading for pleasure needs to be recognized as valuable for young deaf children and needs to become a beloved family ritual for them, as well. The purpose of this project is to present a literacy curriculum designed specifically for emergent English Learners (ELs) and refugee students. The curriculum utilizes the Language Experience Approach (LEA) to support ELs in their literacy learning as well as capitalize on student strengths in oral language. Language and literacy are a means of delivering care through consideration of students’ home culture; however, a cultural mismatch between the predominantly white, female educator population and the diverse urban student population is reflected in language and literacy instruction. Urban curricula often fail to incorporate culturally relevant literature, in part due to a dearth of texts that reflect student experiences. Dialectal differences between African American English (AAE) and Mainstream American English (MAE) and a history of racism have attached a reformatory stigma to AAE and its speakers. Demographics within U.S. public schools have seen a drastic change over the years from the ruling of Brown v. Board of Education of Topeka (1954) which integrated schools to the current increase in English Language Learners (ELLs) within the classroom. This study examined how a literacy program, On Our Way to English® (OWE), for English Learners (ELs) was implemented in one North Carolina public school district. The program contained the elements of phonics, vocabulary, reading, and writing instruction. The researcher collected documents from participants as well as conducted observations of teachers implementing the program with ELs while taking field notes. The data collected were analyzed to determine how competent the participants felt in implementing the program with EL students and how it impacted their academic success.
