For this Capstone Project, the researchers investigated how monolingual teachers view the support and resources they received to teach English Language Learners (ELL) and what they thought could be done to improve their teaching effectiveness. An evidence based argument is offered that monolingual teachers were not being provided with effective support and resources. More specifically, three themes emerged from an analysis of the data obtained from interviews of monolingual teachers and administrators. This senior capstone research project examines the many different bilingual elementary programs in the tri-county area where there is a large Latino and Hispanic population. Although the Latino and Hispanic population is one of the fastest growing populations, there are not many bilingual programs to serve them in the tri-county area. This senior capstone investigates the successful bilingual education programs in Santa Cruz, Monterey and Salinas through the use of literature review and surveys. The results reveal the multiple factors that make bilingual education programs successful.

Ethnic identity, or the set of self-ideas one has about one’s own ethnic group membership, is not seen as an area of development in K-12 classrooms, therefore, the researcher set to uncover benefits of aiding this development. Participants for the Capstone Project included 25 fifth-grade students in a public elementary classroom located on California’s Central Coast.
