The purpose of this Organizational Improvement Plan (OIP) is to increase the number of Mennonite students who register in a school division located in western Canada by creating a social justice perspective for Mennonite students amongst divisional staff.

By accepting the challenge of this OIP the school division will seek to better understand the cultural and religious needs of the various Mennonite groups living within the division’s catchment area. Hopefully, schools can make changes to policies, practices, and structures resulting in increasing numbers of Mennonite families feeling comfortable registering their children in the division’s schools. Rural youth are now graduating from high school at rates comparable to their peers in urban and suburban schools, however far fewer rural youth pursue postsecondary education. Using a comparative case study method, we explore postsecondary preparation efforts at three rural school districts. Each case represents a different classification of rural: fringe, distant, and remote. We find that while all three districts offered similar postsecondary preparation programs, the amount and array of available course offerings and levels of additional support provided by the community differed. The role of philanthropy in K-12 public education has historically ebbed and flowed in relation to public expenditures. Early K-12 education philanthropy peaked during and after the Civil War when philanthropists supported education for emancipated slaves through initiatives like Freeman’s Bureau, Slater Fund and Rosenwald Schools until state and federal governments assumed responsibility (Bremner, 1988; Finkenbine, 2003; Fleishman, 2009; Mays, 2006; Stephenson, 2012). With sufficient public support, K-12 education philanthropy did not see its next major wave of investments until the 1990s, with significant increases occurring after 2000.
