Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. The transfer and articulation literature stresses the importance of statewide policy guidelines, yet little has been written about the process of transfer policy development involving state higher education governance and policy groups and actors. Current research has shown racial disparities and inequities among African American men who desire to be community college presidents in California, or already hold the position. This study explored why California has only 7 African American community college presidents on 115 campuses; how to overcome obstacles to attain the presidency position; what life/work experiences assists current presidents in their leadership positions in higher education, as well as each president’s trajectory that ultimately led them to the presidency. The study explored factors that have kept African Americans out of higher education leadership roles such as the presidency.

Despite serving almost half of the U.S. undergraduate students, community colleges and their constituents are consistently marginalized in the research favoring external university experts to conduct research about them and on them. To counteract these top down, disempowering research practices, we piloted a Participatory Action Research Assistantship Program (PARAP). A PARAP is a modified version of a research assistantship program that is grounded in an anti-oppressive, participatory action research practice, creating change on many levels. Abuse of prescription and over-the-counter substances other than alcohol is becoming a prevalent issue; therefore, it is important to identify factors that may help predict risk for this abuse. Some demographic and situational factors have been identified for traditional 4-year college students. However, less is known about community college students, who enter college less academically prepared and may be still enmeshed with family and peer groups from high school. Although minority students are enrolling in community colleges at increasing rates, these students also leave at higher rates than their non-minority counterparts. The purpose of this quantitative study was to understand the relationship between selected antecedents of educational engagement and student persistence and to examine how persistence varied for first-year Hispanic and non-Hispanic students in Idaho community colleges. Drawing from Kahu's holistic approach, which conceptualizes students' engagement as arising from an interrelationship between institutional and student characteristics, this study surveyed 132 first-semester Idaho community college students. The purpose of this study was to explore students’ perceived value of their community college experience and its relationship to other factors often related to student persistence in college, namely satisfaction, academic quality, service quality, and engagement.
