ABSTRACT

This Change Plan gauges the historical reality of the District ABC professional learning communities (PLC) to gain a better understanding of their past effectiveness and secure recommendations for the future. This Change Plan included a qualitative study conducted with the members of the Instructional Leadership Team (ILT). The ten members of the ILT provided feedback to the PLC Survey. The PLC survey was then coded for general themes and common language. This paper advocates for a local policy connecting a standards-based district professional learning plan to individual school improvement plans for the purpose of improving targeted instructional behaviors and student learning outcomes. Currently, my district’s school improvement plans follow a general template focused on student subgroup deficits and standardized test scores with little emphasis on professional learning aligned to educator and student outcomes. Research has shown that successful models of school change have several common features: a balance of teacher autonomy and accountability, high-quality professional development, quality leadership, and the support of an outside partner. One model that has these features is the comprehensive literacy model within the Partnership of Comprehensive Literacy model. This mixed methods study examined the language of scaffolding that occurred in three settings within the model: grade level meetings, coaching and mentoring, and small group instruction. This Policy Advocacy paper focuses on expanding the District ABC Staff Development policy to include Drago-Severson’s (2009) pillars of adult learning. Research indicates the inclusion of a mentorship program, professional learning communities, and teacher leadership opportunities, will increase teacher collaboration, engagement, and professional capacities. There are significant educational, economic, political, social, legal and moral implications associated with the proposed staff development policy. Additionally, the staff development policy requires careful planning, implementation, and assessment, as will be addressed in this Policy Advocacy paper.

Wagner et al.’s (2010) change leadership model was used to assess culture, context, conditions, and competencies of a large, diverse urban school district to create a systemic plan for supporting building level administrators. Interviews were conducted with former building level administrators, teachers, and staff who worked with building level administrators within the district. This study investigated the perceptions about literacy preparation of recent graduates from NLU’s multiple teacher preparation programs. Specifically, the researchers surveyed NLU students who graduated between 2014-17 to determine which literacy concepts/practices they felt were most important in their first year of teaching and how well prepared they were to teach those concepts/practices. In addition, graduates were asked to consider the instructional practices they encountered during their NLU coursework and whether these practices were helpful in learning to teach literacy. The study investigates whether secondary education science and social studies candidates transferred what they learned about visual literacy in their teacher preparation program to their practicum/student teaching classrooms. The study included qualitative and quantitative methods to document the candidates’ visual literacy knowledge and practices. The findings indicate that the candidates did employ visual literacy strategies as visuals had already been regularly used in their classrooms. But, they had limited success in implementing the strategies learned in their methods courses.
