The pathos of radical academia: notes on the impact of neo-liberalism on the universities, especially the audit culture, the production-model, casualization, academic scholarship, academic writing, peer reviewing, and open access. The authors suggest ways scholars can be radical within, and outside, of neoliberal academia. Part I, 'Missing in Action' appeared as an Academia.edu session in May 2015, where it attracted many comments. Part II, 'What Can Be Done?' is the authors' response to these comments. The cost estimate will be based on program guidelines and proposed scholarship amounts provided by the Grand Rapids Community Foundation, and that it will build upon previous modeling undertaken by the Upjohn Institute.

The present study follows a cohort of 17 K-12 teachers through a six-week resident learning experience in science and engineering, and on into the planning and implementation of applications for their classrooms. This Research Experiences for Teachers (RET) program was examined using the strategic approach of design-based research, with its fluid, adaptive management of the complexity of authentic learning "in situ" and its attentive documentation of expected and unexpected events, in process and products, to capture the richness of teachers' and mentors' experiences. Strategic planning has become an integral part of the management of higher education institutions (HEIs) worldwide, largely in response to an external environment that is exerting increased pressure. The experiences of all but one of Ireland’s 21 Universities and Institutes of Technology with strategic planning over a ten-year period are considered in this paper. Despite evidence of growing experience with strategic planning, some significant deficits are identified. This paper outlines the first phase of a process of re-design strategy that was undertaken in an Irish higher education institution. The re-design strategy was undertaken prior to a merger of three autonomous higher education institutions in the Dublin area. The strategy undertaken comprised three main phases: identification and consideration of design criteria; short-listing and consideration of design options; and finally, the development and selection of the most appropriate design option. This paper focuses mainly on the first phase of the process undertaken: the identification and consideration of design criteria.

This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members will assess the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members will present a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. The Kalamazoo Promise, announced in 2005, is an innovative college-scholarship program available to every graduate of the Kalamazoo (Michigan) Public Schools. Programs such as the Kalamazoo Promise, which is being emulated in cities across the United States, open new avenues for the acquisition of human capital regardless of income level or academic achievement, while facilitating the creation of new economic and social assets for the community. Following a brief explanation of the program itself, this paper examines the Kalamazoo Promise as a human capital-investment strategy and its potential as a mechanism for reducing inequality. The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. Crowding New Public Management Off The University’S Horizon Of Expectations, Michael Schapira

This article is a response to Asger Sørensen’s vivid example of how neo-liberal university reform has subjected Danish universities to New Public Management. Sørensen effectively shows the noxious effects of NPM by discussing the infamous Koldau case, where newly empowered rectors, who served as centralized arbiters of university affairs, superseded academic decision-making. He concludes that one reason these cases have not been met with resistance by faculty is that they are paralyzed by radically conflicting normative visions of the university. In this article I respond to Sørensen by suggesting that conflicting normative visions need not be a disempowering condition and …

This paper examines the effects of expansions in higher educational institutions and the medical service industry on the economic development of a metropolitan area. This examination pulls together previous research and provides some new empirical evidence. We provide quantitative evidence of the magnitude of economic effects of higher education and medical service industries that occur through the mechanism of providing some export-base demand stimulus to a metropolitan economy. We also provide quantitative evidence on how much higher education institutions can boost a metropolitan economy through increasing the educational attainment of local residence. This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.
