Saranac Community Schools is considering the adoption of a place-based scholarship, or “Promise” program, to be known as the Saranac Promise. Upjohn Institute staff will work with Saranac stakeholders to refine the proposed design of the program and estimate its cost over a 10-year time frame.

This report offers an estimate of the cost of a place-based scholarship program, with a similar program structure as the Kalamazoo Promise, for the City of Newark, New Jersey. It is assumed that the projected Newark Promise scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of students are enrolled with Promise scholarships. Once "fully loaded," annual cost estimates for a Newark Promise range from approximately $8 million to $11.5 million per year, although costs would be substantially lower in the initial years of the …

The purpose of this project was to support the research and writing of a book assessing the value of place-based (“Promise”) scholarship programs. Since the first such program was announced in Kalamazoo in 2005, this model has been replicated to one degree or another in many different settings. Yet there have been only limited efforts to evaluate the impact of existing Promise programs and virtually no comparative work examining different approaches to designing and implementing place-based scholarships. The Rockford (IL) Public Schools are considering the adoption of a place-based scholarship, or “Promise” program. The parameters of the program, such as student eligibility, eligible post-secondary institutions, and time frame, are currently under discussion by stakeholders in Rockford. In this project, Upjohn Institute staff members provided a middle-dollar cost estimate for a variety of scenarios over a 10-year projection period. This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

This report offers an estimate of the cost of a statewide scholarship program for the State of Oregon that has a similar program structure as the existing Kalamazoo Promise. It is assumed that the proposed Oregon scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of scholarship-eligible students are enrolled in college. This report includes estimates on the scholarship costs, as well as, costs associated with administering the scholarship program.

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.
