When considering the quality of an education system, it is important to understand the resources available to students. Without proper resources, schools are unable to provide a quality educational experience, and students leave school unprepared to be fulfilled, productive members of society. School funding is therefore an important, and often controversial, topic in education policy. Arkansas’ public education system first ran into constitutional trouble over school funding in 1983 when the Supreme Court decided in Dupree v. Alma that the school funding formula was unconstitutional because it was based on valuations of the local tax base, not on the needs …

In this paper, we present the results of a random assignment evaluation on the Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) program. As the program started in the 2012-13 school year, this evaluation analyzes the impact of the program in its second year of operation and includes two cohorts of students. The focus of the comprehensive evaluation is the impacts of the program on students’ academic outcomes, short-term noncognitive outcomes, short-term college and career readiness outcomes, and post-secondary outcomes.

Cash transfers, defined as direct transfers of purchasing power from an institution or individual to another individual, are an increasingly popular policy instrument both abroad and in the United States. This dissertation investigates how two educational interventions utilizing cash transfers affect participating students. The first, the Louisiana Scholarship Program, is a statewide program offering publicly financed scholarships for low income students attending poorly performing public schools to attend K-12 private schools. The second program, the Arkansas Academic Challenge Scholarship, is a state financed broad-based merit-aid scholarship for students in college within the state of Arkansas. The reason for dropping out and resisting to return to school may be a result of too much emphasis on academic preparation and too little emphasis on satisfying the perceived needs for preparing a youth for adulthood. Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. The El Dorado Promise is a scholarship program that provides approximately $7,818 per year toward college tuition - for up to five years - to public high school graduates in El Dorado, Arkansas who have attended El Dorado schools since at least the ninth grade. The program was announced in January 2007, and students were able to use the college scholarships in the fall of 2007. School leaders in El Dorado hoped that the enhanced access to college would increase student interest, engagement, and achievement throughout the school district. The Common Core State Standards (CCSS) for K-12 English language arts (ELA) and mathematics were adopted by the Arkansas State Board of Education in July 2010. Teachers have been implementing CCSS in their classrooms for several years, and this spring students across the state are being assessed on CCSS through the PARCC assessments. In February 2015, Governor Hutchinson announced the formation of a Council on Common Core Review, and the Office for Education Policy began a survey of Arkansas public school teachers to gather their opinions on this important topic. Report Cards for Arkansas schools released by the Arkansas Department of Education contain valuable information for stakeholders. As in past years, the report cards outline student demographics and academic achievement, as well as rates of attendance, graduation, dropout, grade inflation and college remediation. Report cards also contain information on teacher quality and school environment indicators. There are a few new pieces of information provided this year, specifically a school rating which assigns a letter grade to schools.

With the computer-based Partnership for Assessment of Readiness for College and Career (PARCC) test, the Arkansas Digital Learning Act, and Governor Hutchinson’s efforts to increase participation in computer science courses, the Arkansas Legislature is discussing actions to take in order to close the “digital divide” in the state. This brief will explore the technological requirements of providing the recommended bandwidth to schools, the barriers to the provision of that service, and potential steps for the Arkansas Department of Education to take in order to ensure that every Arkansas student has fast, consistent access to the Internet to support their learning.

One strategy undertaken in Louisiana, Michigan, and Tennessee is the creation of a unique school district for the most academically distressed schools. Should traditional public school districts be allowed to use the same waivers as nearby charter schools? Perhaps the flexibility afforded to charters might be helpful for all schools by allowing them to become nimble, responsive organizations, less governed by inertia and more guided by innovation. House Bill 1377 proposes such an extension of waivers. In this brief, we examine the most common waivers that charter schools request to assess what types of waivers could be available to traditional public schools if House Bill 1377 were signed into law.

The Public School Choice Act of 2013 (Act 1227) allows students to transfer to a nonresident district. Previous school choice law restrictions based on race, were removed in the new law. As a result, concerns have been raised about the possible negative impacts of choice on districts’ racial balance. This brief addresses these concerns by examining the impact of the Public School Choice Act of 2013 on district enrollment and racial integration.

In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 19 th annual report - Quality Counts 2015 - was released in January. Overall, Arkansas received an grade of C– and was ranked 36th among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.
