The No Child Left Behind Act of 2001 has brought accountability to the world of education. The Act’s purpose was to bring a standards-based educational reform process nationally by establishing measurable goals and high academic standards for students and teachers. The mandate to the states from the federal government specified that each state set up incremental assessments of all children, and schools have responded with significant efforts to improve student outcomes. One factor, teacher-to-teacher trust levels, has been shown through research (Bryk & Schneider, 1996) to improve professional working environments and student learning.

Professional learning communities (PLCs) are being recognized as a leading strategy to improve student achievement. Trust is critical in effectively implementing the PLC model, and the school principal is best positioned to influence school trust levels. Using Hoy and Tschannen-Moran's (1999) five facets of trust, this research sought to clarify the impact of trust among PLC teachers on their team's collaborative practices. Focus group data were collected from 12 collaborative teams in 4 schools. The technology of his practice and research converged in an instrument which indicated the strongest factor being "teacher trust of learners," and which he sought to enact in practice as "my trust of learners" were quite consistent with each other. School legitimacy is the approval of principal and teacher authority that derives from the school community's trust (Erickson, 1987). When clients--the various stakeholders, including parents and students--recognize their school as legitimate, they trust that those in authority will help their economic future, protect their personal identities, and look out for their best interest. The concept of school legitimacy is applied to four case studies that involve poor and minority students to examine its role in a school's success or failure. College outreach programs have been on the rise in the past couple of decades. They hope to help historically underrepresented students (first generation, low income, and minority) aspire to and prepare for higher education. However little research has been done on the effectiveness of these programs and more specifically which components are most effective for increasing student enrollment and retention. This study addresses this lack studying the effectiveness of social capital in college outreach programs, in an effort to move towards more evidence based research and practice.
