Elementary school students have diverse learning needs and their academic learning in particular varies between students especially so for students those from culturally non-dominant backgrounds. The focus of my research is on understanding the perceptions and practices of eleven teachers teaching in two schools within the London, Ontario school system, along with the perceptions of two principals and two vice principals in relation to the organizational learning opportunities provided for encouraging multicultural education. Special education policy and practice are ever evolving to best meet the needs of all students in an inclusive environment. Since the implementation the Individuals with Disabilities Education Act (IDEA) thirty years ago, students with special needs have moved from restrictive, exclusionary placements to being educated alongside their same aged non-disabled peers. In 1994, South Africa adopted an inclusive system of education in line with the rest of the world. The doors of learning were opened to all learners regardless of their background or disability. However, in spite of the changes, the notion of inclusive school sport as enshrined and articulated in White Paper 6 on special needs’ education published by the South African Department of Basic Education in 2001 has not been fully realized in terms of enabling a diverse inclusive sporting environment for all learners.
