Bullying among children in our nation's schools has gripped the nation's collective interest, leading to grief, anger, and inquisition. Recent headlines suggest that the public is asking why bullying is taking place among our youth, so much so that it is costing children their lives. Recent teen deaths have swept the airwaves and headlines in the last two to three years, and it appears to be a problem that is starting to become a national epidemic.

Physical education is recommended for its potential to promote and provide physical activity. However, in high school settings students can commonly participate in other specified physical activity related programs in lieu of physical education and these programs are referred to as physical education waivers. Junior Reserve Officer Training Corps (JROTC) is a common physical education waiver program. Although the criteria used to establish JROTC as a waiver program for physical education is unclear, anecdotally similar accrual of physical activity appears to be a main rationale. This study evaluated the impact of the master schedule design on student attendance, discipline, and grade point averages. Unexcused and excused absences, minor and major infraction, and grade point averages in three high schools during the 2008-09 and 2009-10 school years were included in the study. The purpose was to examine if any difference exists between schools that use traditional, block, or hybrid schedules and student success as measured by daily attendance, discipline referrals, and grade point averages. Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.
