The purpose of this study was to determine the physical, social, cognitive, and language outcomes of targeted Title I preschool students participating in programs not meeting and programs meeting Nebraska Department of Education, Early Childhood Evaluation Rating Scales-Revised (ECERS-R) requirements. As more requirements are being required for preschools to require, the exploration of the effectiveness of these requirements needs to be explored.

In Nebraska more than one-third of infants and toddlers live in conditions that are not conducive to early learning, putting them at-risk of failing in school and in life. By age four impoverished children are behind their peers by an average of 18 months. Sixpence Early Learning Fund works to ensure that children who are identified as at-risk in Nebraska are given the most optimal beginnings, preparing them for success throughout their lives. Currently, Sixpence is supporting thirteen programs across eleven school districts in Nebraska. Early childhood educators fulfill an important role that deserves increased recognition. This paper estimates future adult earnings effects associated with a universal pre-K program in Tulsa, Oklahoma. These informed projections help to compensate for the lack of long-term data on universal pre-K programs, while using metrics that relate test scores to valued social benefits. Combining test-score data from the fall of 2006 and recent findings by Chetty et al. (forthcoming) on the relationship between kindergarten test scores and adult earnings, we generate plausible projections of adult earnings effects and a partial cost-benefit analysis of the Tulsa pre-K program. The purpose of this study was to describe experienced practitioners’ beliefs about inclusion and their perceptions of what early childhood special education (ECSE) preservice teachers need to know and be able to do to effectively support early childhood inclusion. This study used a sequential explanatory mixed methods approach to describe the perceptions of ECSE practitioners currently participating in the Virginia Department of Education (VDOE) statewide initiative, Inclusive Placement Options for Preschoolers (IPOP). This study was motivated by the fact that there is an overrepresentation of child­ren from minority backgrounds with disabilities in the United States school system (Ar­tiles & Trent, 1994; Cartledge, 1999; Chinn & Hughes, 1987). In considering factors causing the inequality in the special education system, this study explored (a.) parents' access to information regarding the preschool special education system and (b.) how that access to information affects parents' ability to advocate on behalf of their young child­ren with disabilities. Many children enter formal schooling with a propensity toward literacy success while others lack foundational skills that adequately support literacy achievement. Researchers acknowledge if certain skills are not present upon entrance into formal schooling, literacy success can be affected. The purpose of this qualitative case study was to examine first-grade students' home literacy experiences prior to receiving formal reading instruction in a one suburban public school. This small-scale qualitative study explored the perceptions of five low-income mothers regarding their child's readiness for kindergarten. The study has the potential to help early childhood advocates and other stakeholders (a) understand how low-income environments influence school readiness, (b) understand the aspirations low-income parents have for their children, (c) discover ways to improve the transition to school for economically disadvantaged children, and (d) engage parents in a more equitable manner--ultimately helping all children start kindergarten with success.

Early childhood programs, if designed correctly, pay big economic dividends down the road because they increase the skills of their participants. And since many of those participants will remain in the same state or local area as adults, the local economy benefits: more persons with better skills attract business, which provides more and better jobs for the local economy. Bartik measures ratios of local economic development benefits to costs for both early childhood education and business incentives.
