Teacher Professional Standards, Accountability, And Ideology: Alternative Discourses, Katarina Tuinamuana

Australian Journal of Teacher Education

Teacher professional standards and accountability are today writ large on the landscape of both schooling and teacher education practice around the world. This paper explores some of the related debates through a discussion of four discourses on teacher professional standards: namely, discourses of commonsense, professionalism and quality, managerialism/performativity, and strategic manoeuvring. It is argued that each of these discourses legitimises particular understandings of standards and quality, illustrating the competing set of lenses through which they are viewed, as well as the broader ideologies from which they emerge, including neoliberalism and technical rationality. Despite their (albeit limited) access to Standard Australian English through education, Australian Indigenous communities have maintained their own dialect (Aboriginal English) for intragroup communication and are increasingly using it as a medium of cultural expression in the wider community. Most linguists agree that the most significant early ancestor of Aboriginal English is New South Wales Pidgin, which developed in the first decades after the European occupation of Australia in 1788. This paper draws on the work of the "EU Kids Online" network funded by the EC (DG Information Society) Safer Internet plus Programme (project code SIP-KEP-321803); see www.eukidsonline.net, and addresses Australian children‟s online activities in terms of risk, harm and opportunity. In particular, it draws upon data that indicates that Australian children are more likely to encounter online risks – especially around seeing sexual images, bullying, misuse of personal data and exposure to potentially harmful user-generated content – than is the case with their EU counterparts. The problem of teacher retention has intensified in Australia, particularly in rural areas, with a number of studies suggesting that beginning teachers are not entering the profession with a commitment to remaining there. This paper reports on a study of 102 new teachers graduating from a rural campus of a major Australian university. Utilising a self devised survey over a 3 year period, graduate reflections were captured on what it meant for them to become a teacher. This research grew from two frustrations. The first was the personal frustration experienced when attempting to find information on websites; especially government websites. Often the sites were loaded down with all sorts of information such as corporate organisation charts and press releases but lacked the information which would allow clients to interact effectively with the agency or meet their information needs and move on.
