With the shift of higher education funding from federal and state to the local level, community colleges’ choices to off set this funding deficit become few and difficult. One regrettable choice that is frequently made is to increase tuition. This choice has largest finical impact on students of lower income with many of these students coming from minority backgrounds.

The demographic face of the United States is quickly changing as the Hispanic population approaches majority minority status. The changing demography brings with it many implications as far as the general condition and functionality of society is concerned. Especially important are educational practices and the construction of public education policies as the public schools are traditionally relied upon as an institution of socialization, as a common denominator to Americanize the young, the poor, the marginal, and the immigrant populations (Tyack and Cuban, 1995). Black and Hispanic students are underrepresented at selective colleges and universities in the United States (Dickerson and Jacobs 2006; Niu et al. 2006). The colleges themselves also play a role by deciding which students are admitted. Since Black and Hispanic students have lower average SAT scores than White and Asian students (Davies and Guppy 1997) and Black students have lower average GMAT scores than White and Asian students (Cross and Slater 1998), heavy emphasis on these test scores in admissions decisions may limit the opportunities for Black and Hispanic students.
