The purpose of this study was to determine if there is a relationship between the functions of Formative Evaluations and the functions of Summative Evaluations in successful programs. The success of the individual programs was measured according to their own expectations as listed in their objective; that is if said objectives were met or exceeded. The study focused on the functions of each evaluation process which included Formative (Implementation) and Summative (Outcome; Impact and Cost Benefit) Evaluations.
