The article provides an overview of the turbulent and challenging times facing teachers and administrators in rural schools. The article examines literature from over the past decade to paint a full picture of the economic and social pressures exerting themselves in rural America and the impact these forces are having in rural schools. This work argues that rural education has been ignored too long by policy makers and even many Americans, and that this crime of omission has had disastrous consequences for many small communities. A Case Study Of Three Rural Schools: Factors, Characteristics, And Conditions That Influence School Performance Scores, Jacqueline L. Mason

The purposes of this study were to explore three rural Louisiana PK-12 schools with high percentages of minority and high poverty populations and to examine how activities, conditions, events, policies, and procedures in these schools might be associated with their consistent growth in School Performance Scores across the period 2001-2005. Qualitative data were collected from individual interviews, researcher observations, focus groups, and analyses of school documents. Constant comparison theory was used to triangulate data across the three schools and to identify emerging themes and patterns common to all schools. The Rural Education Bureau of the New Mexico Public Education Department has established a program to address the special needs of schools and communities in the extensive rural areas of the state. High poverty rates, depopulation and a general lack of viable economic opportunity have marked rural New Mexico for decades. The program underway aims at establishing holistic community socioeconomic revitalization at the grass roots level with the schools playing a leading role. Examining The Academic And Personal-Social Experiences Of Latina/O Children In Southeastern U.S. Rural, Burgeoning Latino Communities, José A. Villalba, Maria Brunelli, Lucy Lewis, Carrie Wachter

Between the 1990 and 2000 U.S. Census several Southeastern states, largely void of a permanent Latino population prior to 1990, witnessed significantly large increases in the number of Latina/o residents, particularly in rural communities. This study was designed to ascertain the impressions of non-Latina/o teachers and school counselors working with Latina/o youngsters in elementary school settings in these communities through the use of focus group methodologies. Four general themes were identified using the Consensual Qualitative Research method of analysis: (I) Academic factors affecting Latina/o children in burgeoning communities; (II) School interventions used for addressing academic factors; (III) Latina/o children and …

The increased emphasis on standards-based school accountability since the passage of the No Child Left Behind Act of 2001 is focusing critical attention on the professional development of school principals and their ability to meet the challenges of improving student outcomes. While rural school districts are dealing with many of the same issues facing urban districts, there are unique challenges that rural school principals face. However, effective professional development that addresses the unique needs of rural school leaders can build essential leadership capacity that supports school success. In rural Oklahoma, the role of the superintendent is often vastly different than that of superintendents in large cities. The superintendent is the leader of the school district, which is typically the community’s largest employer. There are a few examples of superintendents who embrace this sometimes overwhelming responsibility and who are often seen as pillars of ethics, leadership and morality in the community. Dale Carter is one example of this type of superintendent. Mr. Carter has been employed by Kenawee Public Schools since 1969. The purpose of this study was to examine the perceived effectiveness of leadership in a Missouri rural K-8 school with a high incidence of poverty that consistently met federal and state accountability mandates. The concepts of accountability as measured by student achievement, the unique educational needs of children from poverty, and the challenges of the rural school location were viewed through the lens of leadership. Ten practices of leadership that lead to consistent student achievement were suggested. They include integrity and courage, focus and vision, expectations and data evaluation, resources and empowerment, role modeling, and collaboration. Implications of this study …

This article focuses on the challenge of teacher retention in rural schools in relation to the No Child Left Behind mandate, that school districts must attract and retain highly qualified teachers. This case study examines the extent to which a rural school enhanced teacher retention by overcoming the barriers that might otherwise have presented a challenge to teacher retention. Findings from this study suggest that the nurturing the nurturers concept, inherent in teacher resiliency-building schools, enhances teacher retention strategies.

This article describes the approach of a five-year initiative, funded by the National Science Foundation, to improve the teaching of mathematics and science in 10 rural school districts of Missouri. Traditional challenges of improving the professional practice of teachers are addressed through a regional partnership. External project evaluation results reveal specific teacher challenges, the change strategy of the Ozark Rural Systemic Initiative (ORSI), and what teachers value most. Continuous, regional content-specific professional development; follow-up technical assistance to schools; administrative walk-throughs; assistance of lead teachers; and external evaluation reinforce that what counts most are effective teaching practices in classrooms with students. …

As part of a Canadian International Development Agency funded project working with rural teachers in central China, recent graduates Lebans and Radigan spent a month teaching in Chinese schools. The primary purpose of the project is to work with members of the Sichuan Provincial Teacher Training Centre and rural teachers from Wenchuan County develop a professional development plan in response to China’s current focus on education reform. This article is a synthesis of Lebans’ and Radigan’s experiences.

One process for retaining experienced, qualified teachers is to provide them with opportunities to grow professionally (Blasé & Blasé, 2001). The intent of this paper is to provide information about meeting the needs of experienced, qualified rural teachers, especially in the area of professional development. A story line of one rural science teacher’s journey with professional development opportunities and experiences is shared. Her principal’s role is also described. Also included is a comparison between the teacher’s experiences and research about professional development. This paper presents our findings from a research initiated to support teachers’ continuous development through action research in the rural context of a developing country. The study investigated the experiences of seven teachers and teacher educators from the rural context of Pakistan, who spent nearly six months undertaking action research projects as part of a follow-up strategy for a university based teacher education programme. After the completion of the university-based programme, the participants had gone back to their respective institutes and were expected to initiate action research projects in order to implement new knowledge/learning. Place-based learning has been shown to be effective for use with traditional-aged students, but not much research has been conducted to connect the use of place-based learning with adults, particularly in rural areas of Appalachia. Because of the lack of information concerning this topic, a qualitative case study was conducted among participants in an adult learning program in West Virginia. This dissertation is an inquiry into the educational leadership style of Marvin Summers Pittman, April 12, 1882-February 27, 1954. Pittman was a transformational leader with a vision to set goals that sometimes appeared to be outside the box during his time as an educational leader. Pittman introduced new and innovative programs in education, including his zone plan for teacher training, and theories for the consolidation of schools. Pittman understood that education was the tool needed to give power back to the people, and to enable them to be productive citizens. Education was Pittman's tool to bring the poor farm boy …
