The concept of democratic leadership emerged in the early decades of the twentieth century in response to the effects of social change on schools and to growing dissatisfaction with autocratic management. One of its most prominent advocates was John Dewey, an eminent philosopher who viewed scientific management’s obsession with efficiency to be detrimental to a well-balanced social interest (Razik & Swanson, 2001). Democratic school administration was not practiced widely, however, until America had suffered a great economic depression circa 1930. Facing An Uncertain Future: An Investigation Of The Preparation And Readiness Of First-Time Superintendents To Lead In A Democratic Society, Theodore J. Kowalski, George J. Peterson, Lance D. Fusarelli

The preparation of superintendents is a critical component, an essential element, of systemic education reform, although as (Cooper, Fusarelli, Jackson, & Poster, 2002) observed, “the process is rife with difficulties,” including synchronization of preparation and actual practice, the theory-practice disconnect, the need for life-long learning, and development of an adequate knowledge base (Cooper et al., 2002, p. 242).
The vast majority of research on the efficacy of administrator preparation programs focuses on principals. Multi-Party Mobilization For Adolescent Literacy In A Rural Area: A Case Study Of Policy Development And Collaboration, Edmund T. Hamann, Julie Meltzer

Between 2001 and 2005, the state of Maine shifted the focus of its statewide high school improvement efforts to include an explicit focus on adolescent literacy. One trigger for that change in focus was a 5-school adolescent literacy initiative previously launched in a rural county under the federal Northeast and Islands Regional Educational Laboratory contract. This monograph describes the multi-party mobilization that led to the creation and implementation of the adolescent literacy project and explains the link between the modest rural effort and the change in state-level reform efforts.

Like many institutions of higher education, Portland State University (PSU) has engaged in initiatives to promote a more equitable and democratic society, from curricular changes to institutional policy implementation. In the late 1980s, PSU required students to complete a certain number of “diversity” credits as part of its general education requirements. During the 1990s, PSU radically revised its approach to general education, creating the University Studies Program that places diversity awareness among its core goals. At this juncture when policymakers are being asked to choose between deregulation and reform, problems affecting the superintendency need to be framed appropriately and policy decisions need to be based on evidence and not raw politics or emotion. Deregulating a profession clearly is a serious matter that is prudent either when the need for the state to protect the public from practitioners is no longer valid or when the underlying knowledge has been found to be fraudulent or irrelevant (Kowalski, 2004). This paper focus on making a shift from a traditional higher education institution toward a focus on lifelong learning, including the following: Research on the background and experiences of various institutions in this regard, developing a policy statement on elements of this re-orientation as a product of a worldwide conference, and ultimately constructing "measurable performance indicators" for the seven elements - overacting frameworks, strategic partnership, and linkages research, teaching and learning, processes, administration policies and mechanism, decision support systems, and student support systems and services.

In the Lake View v Huckabee school funding lawsuit, the Arkansas Supreme Court found the state’s school funding system unconstitutional because it did not provide an “adequate and equitable” education to all students. In light of the court’s ruling, this paper addresses the adequacy of the Arkansas system by examining levels of expenditure, teacher salary levels, and school performance. Further, this paper highlights the level of equity within the state of Arkansas as compared to other states in the nation using the Federal Range Ratio, the Coefficient of Variation, and the McLoone Index.
