A Thoughtful Approach To Public Education Reform, John C. Rennie
A Thoughtful Approach To Public Education Reform, John C. Rennie
New England Journal of Public Policy
This article restates the underlying rationale for the importance of high-quality K-12 public education. The author describes some of the difficulties reformers encounter in engendering support for and determining the most cogent elements of reform. The differences between the aims and capabilities of school-business partnerships, which essentially assist the current system, and systemic reform, which aims to change the system, led to the formation of the Massachusetts Business Alliance for Education. Rennie summarizes the process followed by MBAE in developing a framework for reform and meeting its objectives.
Affirmative Action Strategies In Elementary And Secondary Schools, Abigail Therstrom
Affirmative Action Strategies In Elementary And Secondary Schools, Abigail Therstrom
New England Journal of Public Policy
Disproportionate numbers of black students do poorly on standardized tests; strategies to improve American education thus frequently target inner-city schools. These strategies often have an unrecognized affirmative action component. A search for more minority students or teachers is clearly an affirmative action effort. But the elimination of all tracking or competency grouping is another matter. Normally viewed as nothing more than a pedagogical strategy, it, like other affirmative action efforts, amounts to a conscious effort to alter the low-track status of minority pupils. Similarly, the demand for curricular reforms, racial sensitivity training, and more culturally "appropriate" tests, while not obviously …
Characteristics Of Marginally Achieving Secondary Students And The Nature Of Their School Experience, Aeylin Summers
Characteristics Of Marginally Achieving Secondary Students And The Nature Of Their School Experience, Aeylin Summers
Dissertations and Theses
In American high schools, students are sorted into three "tracks" to cluster resources for students of similar abilities and interests. Much is known about the high track student, and especially in the past decade, the low track or "at-risk" student. However, the middle track--or marginally achieving student--has been largely overlooked in the literature. Acknowledged as "lost in the middle" (Judson, 1992), as well as deserving of higher quality of service in their school systems (Powell, Farrar, & Cohen, 1985), marginal achievers-defined here as having a GPA of 1.5-2.5, still maintain a profile of invisibility. Current reform efforts to increase student …

Global Education Attitudes And Practices In Iowa High Schools, Keith L. Stamp
Global Education Attitudes And Practices In Iowa High Schools, Keith L. Stamp
Dissertations and Theses @ UNI
Global education is a curriculum which is creating considerable debate among educators and lay people. The Iowa Department of Education has mandated that all schools develop a global education program. Clough (1994) reports that "the globalization of American society has greatly increased the incentives for individuals in all parts of the country to become more involved in world affairs" (p. 4) . Therefore, it is important that the attitudes of educators toward global education and the implementation of global education be studied.
The purposes of this study were to identify the attitudes of public high school principals and social studies …

An Analysis Of The Payback Potential Of New Lighting Technology, James L. Cox
An Analysis Of The Payback Potential Of New Lighting Technology, James L. Cox
Masters Theses
Recent, energy saving improvements in lighting technology have been made involving the use of more efficient lamps, silver coated light reflectors, and electronic light ballasts. Research indicates that it is economically feasible to retrofit existing light fixtures to utilize the advantages of these developments. This process consists of the removal of all standard lamps and ballasts in each light fixture, the installation of a highly refined light reflector and the replacement of the existing lamps with brighter, more efficient ones. Standard magnetic ballasts are exchanged for more efficient electronic ballasts. Resulting is a light fixture that produces a comparable amount …

A Teacher Induction Program For Small, Rural School Districts In Illinois, Michael H. Schmidt
Masters Theses
The purpose of this study was to identify elements commonly found in existing new teacher induction programs and incorporate those elements into an induction program that could be implemented almost exclusively by a single building level administrator. The information was obtained through an examination of existing literature and contacts with current practitioners who were involved in induction activities.
Survey instruments were provided for participating administrators and the new teachers in their buildings. The surveys identified elements of the existing program and the perceived importance of those elements from the perspectives of the administrator and the teacher.
The information collected from …
Field Study On Quality Review In Illinois, Melinda Brookens Ostergren
Field Study On Quality Review In Illinois, Melinda Brookens Ostergren
Masters Theses
The Illinois State Recognition Program, otherwise known as Quality Review, has stringent rules for documenting compliance with requirements regarding information on student demographics, outcomes, assessment standards, expectations, plans for improvement, and reporting that information to the public in a meaningful way. This field study provides new formats for the scoring rubric and auditors' Interpretive Key for the state rules and regulations which make them easier to understand. In addition, it offers model forms for record-keeping so that preparing for an audit visit can be done efficiently, but it offers no solutions to the complex problem of generating change by altering …

Administrative Evaluation : What Will It Take To Succeed?, Steven J. Cose
Administrative Evaluation : What Will It Take To Succeed?, Steven J. Cose
Graduate Research Papers
What is a leader? According to Guthrie and Reed (1991), " A leader is an individual who accepts the authoritative expectations of others to responsibly guide the activities and enhance the performance of an organization." As education changes, the leadership role is taking on new dimensions. What will it take for me to become an effective educational administrator? As I look back on my coursework, the one issue that continuously appeared was the idea of establishing a vision. The key point made in each class was that to be an effective leader, an administrator needed to develop both short and …
