The purpose of this study was to examine the achievement of students with specific learning disabilities over a six-year period, from their initial placement in special education until their second triennial evaluation.;The study proposed to look at changes in achievement for the entire sample (n = 103) labeled specific learning disabled, and for three subgroups of this population. The subgroups were: (a) students whose criteria for classification as specific learning disabled included a discrepancy between achievement and their full scale IQ score (n = 74); (b) students whose criteria for classification as specific learning disabled included a discrepancy between achievement …

Donald Schon (1979) in his article, "Generative Metaphor: A Perspective on Problem-Setting on Social Policy," noted that the main difficulty of analyzing social policy was defining how the problem was "set." By "set" he meant the depiction of "what needs fixing" in the metaphors generated from a troublesome situation. Consequently, for Schon, evaluating social policy meant evaluating not the answer but the question. This dissertation, likewise, has focused on the question, the metaphors which underlay the setting of problems concerning the public policy of schools of choice.;Using the work of cognitive linguists George Lakoff and Mark Johnson, I identified and …

Special education complaint management is federally mandated with regulations promulgated in the Education Department General Administrative Regulations. Despite these federal regulations, little attention and no research has ever focused on this area. Special education complaint management systems have access to valuable information necessary for thorough compliance monitoring and this information should be used to benefit children requiring special education services.;This study examined special education complaint management systems and complaint issues in each of the 50 states in the United States, the District of Columbia, the territories, and the Department of Defense Schools. The purpose of this study was to determine what types of programs designed to stimulate students' independent reading were being utilized or had been utilized in the past five years in the Commonwealth of Virginia. This descriptive study examined how such programs were selected, implemented, and evaluated plus business involvement and incentives.;The sample consisted of 102 or 77% of the 132 school divisions whose superintendents had an original and confidential survey completed and returned.;of the 367 programs, Pizza Hut's accounted for 87% and SSR for 78%. Recent instances of campus crime, government intervention, increased media attention, and significant public concern has caused widespread institutional reaction to the issue of campus crime. The purpose of this study was to measure the effectiveness of two types of educational, proactive, crime prevention programs implemented in the residential setting. The two programs evaluated were crime prevention seminars conducted by campus safety and residential life personnel and the periodic distribution of crime prevention literature within the residential environment. The purpose of this study was to examine selected personality characteristics of commitment, control, and challenge as correlates of effective school principals. Twenty-five Directors of Personnel were selected to identify 100 effective school principals. Two to eight principals rated as effective were selected for this research from each of the 25 school systems throughout the Commonwealth of Virginia. It was hypothesized that there is a correlation between selected identified personality characteristics and principals rated as more effective by personnel directors. The purpose of this study was to examine the merger of the school systems of the City of South Norfolk and Norfolk County in the State of Virginia. The merger of these two geographical entitites was consummated on January 1, 1963. Norfolk County was formed in 1636 by the Virginia General Assembly. The cities of Norfolk, Portsmouth, and South Norfolk were carved from this county. A series of annexations by these cities between 1940 and 1960 cost Norfolk County thirty-three square miles of territory, 110,000 residents, and {dollar}1,881,000 in revenue.;In order to protect its viability, Norfolk County voted to merge …

The purpose of this study was to investigate the policy making process used in a higher education institution with an academic health center when dealing with social justice issues. How the policy group was constituted, the components of the policy, and policy implementation and oversight issues were included.
