The purpose of this study was to use the model of Policy Design to identify factors that contributed to the development of Iowa's Educational Excellence Program. Interviews with policy makers and a review of relevant documents were used to reconstruct the development of the program;The results indicated that the program was the result of a confluence of four events: The movement to raise teachers salaries, the education reform movement, the emergence of a more collaborative attitude among policy makers, and the availability of windfall revenues. The publicity surrounding the low graduation rate of some collegiate student athletes has resulted in a number of studies attempting to discover significant predictors of student athlete graduation. Previous studies have relied upon relationships developed from zero-order correlation and multiple regression on a single dependent variable; either a dichotomously scored variable reflecting whether or not the student athlete graduated or cumulative grade point average (GPA). First the study was designed to assess the perceived actual and ideal functions of school board members and also to examine the differences of district school board perceptions, both over time and geographically. This study examined persistence in college using the model proposed by Spady (1970) and modified by Tinto (1975) in which students must be adequately regulated by the institution's values and goals in order to achieve goal commitment and must be adequately integrated into the social system of the institution in order to achieve institutional commitment.
