This study is a summary of themes found in the meeting notes of school teams implementing school-wide Positive Behavior Support. Positive Behavior Support (PBS) is a systems change process of reorganizing a school's discipline structure to put in place a positive, teaching and reinforcing focus for the improvement of student behavior (Sugai & Horner, 2006). This study examines the effects of a positive behavior intervention on the behavior of students in a single elementary school located in a rural area of West Virgina. A Single Group Pretest-Treatment-Posttest Design was utilized with the frequency of Office Discipline Referrals (ODR’s) as the dependent variable. Data were analyzed using the Chi Square statistic. Results showed no significant difference in pre-treatment and post-treatment conditions.

Most school based initiatives are not implemented long-term and do not reach sustainability (McDermott, 2000; Mirel, 1994; Rice & Malen, 2003). Schools are implementing School-Wide Positive Behavior Support (SWPBS) as an initiative to target social emotional development and behavior. Schools that have implemented SWPBS have experienced decreases in rate of Office Discipline Referrals (ODR), In-School Suspension (ISS) and Out-of-School Suspension (OSS) (e.g. Bohanon et al., 2006; Childs et al., 2009; Lassen et al., 2006).
