Community college libraries exist to support institutional outcomes. One such outcome is student retention. This study’s purpose was to fill the gap in the literature at the community college level, proposing that a model including all library service use types would explain variance in student retention beyond that explained by total library financial expenditure. Services included were numbers of physical materials circulated, digital books circulated, e-serials used, reference transactions, library presentations, attendees at presentations, gate counts, and interlibrary loan materials borrowed. This capstone addressed the research question: what are today’s best practices in online reference, and how can librarians at academic institutions improve the student experience in online reference transactions? It documents one librarian’s creation of best practices for a virtual reference service based on the guidelines and practices outlined by governing bodies, commercial entities, and other libraries. During the study the practices were implemented at a higher education institution and results about the effectiveness, clarity, and overall improvement of virtual reference transactions were gathered using a mixed-methods approach. After a survey of media specialists in a rapidly growing school district and Interviews with 10 library media supervisors in other school districts. It was determined that an Information handbook would improve the professional orientation of beginning media specialists by increasing their understanding of district policies and procedures. Policies and procedures were excerpted from two district policy books, and guidelines were taken from standard works on library administration. The format and organization of the handbook was designed to allow for easy revision.
