The increase in the English language learner (ELL) student population in New York state has significantly impacted education in many school districts. The New York State Education Department has adjusted regulations for instructing ELL students in Part 154, and administrators and educators are adjusting educational programs to meet ELL student needs through bilingual and English as a new language (ENL) educational programs. High school students from low-income backgrounds experience academic under-preparedness, financial distress, and socialization challenges when entering college. For these students, challenges may begin in the K-12 setting, where this population is more likely to face limitations in college counseling, lack highly qualified teachers, and have limited access to college programs. First generation college students are less likely to pursue and persist in higher education than their peers with different backgrounds (OECD, 2012). This study examines how Science, Technology, Engineering, and Mathematics (STEM) Education may improve English language learners' academic achievement and high school graduation. In particular, it highlights the plight faced by ELLs in high schools regarding quality education that allows them to graduate on time and attend college. Research at the college and graduate levels indicates that the use of self-regulatory learning skills (such as time management, asking for help and setting goals) and collaboration with teachers and peers to be vital components of online learning. Little research in online learning has been done at the 7th - 12th grade levels (Barbour, 2019). Through the theoretical frameworks of Zimmerman & Moylan (2009) and Garrison et al.
