Examining Systemic And Dispositional Factors Impacting Historically Disenfranchised Schools Across North Carolina, Raketa Ouedraogo-Thomas

This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

The qualitative phase comprised three analyses of education leadership dispositions and systemic factors in NC schools. The first analysis of State Board of Education meeting minutes from 2018–2023 quantified and analyzed utterances of racism …

This study delves into the relationships between strategic recruitment and retention practices implemented by rural Minnesota school districts and the recruitment and retention rates of teachers of color within these districts. The research assesses whether districts implementing strategic recruitment practices demonstrate a higher proportion of teacher candidates of color and subsequent hiring rates compared to their peer districts. The study also investigates the relationships between strategic retention practices and the actual retention data observed in districts. Over the last three years (2020-2023), many state legislatures responded to grassroots campaigns for social justice by enrolling legislation that explicitly and implicitly bans Critical Race Theory (CRT) and controls race-related instruction and training. This study examines race-related educational policies enacted by Iowa, Texas, and Florida legislation as leading examples of these efforts. The research question guiding this study was how educational school policies related to CRT in Texas, Florida, and Iowa are framed in state documents. This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). Immigrants, English learners (ELs), and culturally and linguistically diverse (CLD)students often lag behind their White, monolingual peers in academic achievement and English language proficiency. While there are policy solutions to improve academic and linguistic opportunities and outcomes for immigrant/EL/CLD students, such as implementing bilingual instructional models and increasing teacher diversity, these pro-immigrant policies can be hard to come by in some legislative contexts due to unfavorable economic, social, or political determinants. Increasingly standardized and assessment-driven educational systems are failing to meet the needs of many students, replacing their love of learning with a fear of failure. Importantly, the fear of failure is a common mindset of not only students but also teachers, administrators, and policymakers. This qualitative, action research study is situated in a design thinking/growth mindset conceptual theory that posits that the design thinking process can serve as a meaningful growth mindset opportunity for teachers and students. Education facilitates community involvement, participation, and acceptance, but not for students with significant disabilities who are taught in separate settings. The policy of separate education derives from arcane beliefs, limited research, and misconceptions that result in people with disabilities having choices made for them not with them. The All IN Pix YPAR asked six high school students with significant disabilities to photo document a week in their high school yearbook class. This study examined the beliefs and instructional strategies that promote accelerated achievement for students of color in a suburban Minneapolis district. The research aimed to identify the beliefs and instructional strategies that lead to traditionally marginalized populations of students in grades 2-5 demonstrating growth on the Measures of Academic Progress (MAP) assessment. The study affirmed that teacher beliefs and instructional practices matter when attempting to create academic growth for traditionally marginalized groups of students. During the study several themes surfaced in relationship to the importance of educator beliefs and instructional practices.

New York City has one of the most segregated public school systems in the United States. The Department of Education is attempting to address segregation through district level diversity planning processes that potentially change school admissions policies. Using mixed methods, this thesis explores how advantaged parents in a Queens school district understand efforts to diversify and desegregate their district. I conducted semi-structured interviews with parents in the district, analyzed transcripts from public meetings about the planning process, and analyzed quantitative data about the schools, students, and residents of the district of study. This study examines the impact of the School Sector Reform Plan (SSRP), a national education reform in Nepal, on primary and secondary education. The study uses mixed-methods to analyze indicators of educational outcomes and identify the underlying environmental, organizational, and individual factors that affect reform implementation.

The first phase of the study is a quantitative analysis of annual, district-level data on 75 districts for 10 years, from 2006 to 2016 using regression models to predict dropout and promotion rates. The disproportionality of dual language learners (DLLs) in special education has been a persistent and complex issue for decades. These students have multidimensional identities that require a look at how they are positioned in school systems and the broader social landscape. Using a multilevel model of intersectionality and an explanatory mixed methods design, this study examines how social categories, practice, and policies influence the representation of DLLs in special education in Virginia, a state where DLLs represented 13 percent of the total student population in 2018-19. The federal government and states have implemented and expanded a variety of test-based, school accountability policies. Accountability pressures have incentivized schools to narrow their curriculum, decrease time allocated to extracurricular activities, and focus on short-term student outcomes.
