Educational disadvantage continues to be a cause for concern, and addressing it remains at the forefront of education policy in Ireland (Houses of Oireachtas, 2019; Weir et al., 2017). This research extended across the academic years 2019-2020 and 2020-2021 and during the period of the global COVID-19 pandemic, which imposed public health measures, and enforced an emergency online digital learning environment. A socio-economic profile of Ireland’s student body registered an attainment gap between rich and poor, finding that young people from backgrounds of disadvantage continue to be underrepresented at third-level when compared to their middle-class counterparts (HEA, 2020). With the growing age of the tech economy, post housing crash financial market, and unprecedented challenges like a global pandemic with a death toll in the millions, major financial institutions in the United States have been forced to reconsider many aspects of the old ways of doing things. The most influential institution in the U.S., the Federal Reserve (the Fed), has become more involved with the financial markets over the past several decades. How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. U.S. higher education tuition costs have risen at nearly double the rate of inflation over the past forty years. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. Meanwhile, recently enacted federal policies advocate for increased higher education accessibility, affordability and attainability, but simultaneously promote educational institutions to increase spending with funds fueled by student debt.
