The current state of many rural communities demands new, more relevant economic development strategies. Traditional models of rural economic development often rely on farming, natural resource extraction, and industrial type jobs that rely on lower cost labor usually focused on manufacturing of product or food. Farm jobs declined decades ago. Offshoring, and more recently automation is rapidly reducing the number of jobs available in rural areas. Jobs and economic vitality are critical to sustaining or growing communities. Since its independence from Belgium in 1960 until this point in time, the Democratic Republic of the Congo has more than often experienced violence and political instability that have prevented the creation of a stable economy and functional political system. As a result, quality education and high paying jobs are scarce in the DR Congo today, resulting in poverty to the extent where many people in the country live on less than $1.90 per day. For practitioners and policy makers across the nation, STEM education has a vague definition. This study looks at how all 50 states define STEM education in policy, using four models: (a) Disciplinary STEM (Science, Technology, Engineering, Mathematics); (b) Integrated STEM focusing on combining two or more disciplines to produce critical thinking, real world application, and creative problem solving; (c) the Disciplinary and Integrated STEM model that acknowledges both to summarize programs at the state policy level; (d) the model with no definition of STEM education. Communities relay expectations of behavior that influence residents' decision making processes. The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The study sought an operational model of community expectancy that would allow policymakers and higher education leaders to recognize the community-level factors affecting student outcomes and then to make appropriate policy adjustments to encourage better outcomes.

The purpose of this study was to analyze existing wage data to quantify the employment success of community and technical college graduates by program as an indicator of economic development in West Virginia. Data for the variables were obtained from archival databases and a cooperative agreement between state agencies. Descriptive statistics were utilized to examine employment rates, range of earnings, and employment in-industry of community and technical college graduates from 23 programs from 1997 to 2002. Graduates in the health fields demonstrated both the highest and lowest ratios of employment, with the mean employment rate for all programs of 68.12 …

This study is an original application of resource dependence theory to research administration at public universities. It examines the extent to which and under what conditions economic development orientations can be predicted by resource dependence theory. Data analyses concentrate on the combined effects of administrative structure and variations in federal financial support on the economic development orientations of public doctorate-granting universities nationwide.
