This study set out to find out more about the costs and benefits of educational spending. This was goal was then split into the steps of: reviewing previous literature, developing a model, and testing the model. The main difficulties associated with this were in finding appropriate substitutes for the theoretical variables. Due to the limited availability of data, this study focused on the six-year high school graduation rate of New York State Counties, class size, income, and spending per student as variables. An ex post quasi-experiment was conducted to compare the quality of life in counties where community colleges were established to the quality of life in similar counties where no colleges had been established. Twenty-eight pairs of rural counties were studied. The first county in each pair was chosen such that the only institution of higher education there between 1960 and 2010 was a community college that was founded in the 1960s. The second county in each pair was chosen as a control from the same geographic region, with similar population and similar per capita income in 1960 and no institution …

A Study Of The Extent To Which Further Consolidation Is Feasible And Desirable Within Selected County School Districts In Utah, Walter D. Talbot

Under the mandator consolidation act of 1915, the county-unit school district in Utah had its beginning (10). Although, through this consolidation movement, many small school districts were combined into larger ones, the elimination of the small districts did not, necessarily, provide for the elimination of the small schools. Due to several factors including distance, poor communication and transportation facilities, and a strong desire on the part of the people who lived in small communities for a voice in school matters, the consolidation of school attendance areas did not keep pace with school district reorganization.

The problem of reading continuity through primary and intermediate grades in Garfield County has been one of growing concern to our supervisors and administrators for some time. It has been felt that, because of the high correlation of good reading and success of other school subjects, all possible effort should be made in developing a reading program which would insure continuous progress.
