This study examines the pastoral letters of Archbishop Joseph Francis Rummel. Rummel served as the archbishop of the New Orleans archdiocese during a very tumultuous period in New Orleans’ history, 1935-1964. In the four decades before Rummel’s arrival, the archdiocese of New Orleans became increasingly segregated. Segregation became Church policy, as the New Orleans Catholic Church shunned its integrationist roots. As the infamous school crisis of 1960 raged in New Orleans and gained national attention, as leader of the Catholic faithful, Rummel would be confronted with the seminal question of his tenure, what was his stance on segregation in the …

The Brown v. Board of Education rulings in 1954 and 1955 are often regarded as cases that set the precedent for dismantling schools operating on a racially “separate but equal” system. The outcome of the Brown v. Board of Education rulings led to the closing of Black schools as well as the dismissal and displacement of Black educators (Fultz, 2004). Shifting Policies Of Educational Desegregation And Its Effects On The Resegregation Of The Aldine Independent School District, Tonya Elisette Juarez

This study examines the desegregation process for the Aldine Independent School District located in Houston, Texas. Beginning with an analysis of the development of public education in Texas, this study observes the educational conditions for blacks and Mexican Americans prior to the end of de jure segregation. Thereafter, it assesses the impact of the Brown v. Board of Education (1954) decision that required desegregation of American public schools. I argue that the shifting policies that occurred after Brown requiring mandatory integration resulted in white flight in the school district. Brown v. Board of Education (1954) was a significant court case fought to provide equal educational opportunities for African-American students. Though the case was fought with good intentions, there may have been unintended consequences that occurred due to the policy implementation. The purpose of this research was to explore the policy, its implementation, and assess the extent to which the goals of the original policy were met. This study used a mixed-methods approach and was set within one large urban school district. This study provides an historical analysis of the Chicago Public School Desegregation Consent Decree, while illustrating its relationship with the Brown v. Board of 1954. It provides and analysis of the mission and objectives of all three versions of the Consent Decree which include: The Original Consent Decree 1980, The Modified Consent Decree 2004, and The Second Amended Decree 2006. The study also provides an account of the Brown v.
