Early childhood education has long been regarded as having the lowest status in the education system. Recent government reforms in Australia based on financial rather than education concerns means early childhood education will continue to face declines in status, conditions and appropriate resources, unless educators exercise leadership skills in advocating for appropriate programs and curriculum for young children. A new model of Early Childhood Teacher Leadership was created to measure leadership skills, including leadership in advocating for young children, and tested in Phase One of the study. The purpose of this study was to conduct a preliminary assessment, in the Western Australian context, of the relationship between reading achievement scores and time devoted to independent recreational reading, and the extent to which gender and socio-economic status, affect this relationship. The data pertaining to time spent in independent recreational reading were collected by means of a questionnaire. The subjects and their teachers were trained by the researcher in the procedure to be followed in the questionnaire completion. The assessment and grading of writing in Unit Curriculum English plays a major role in the determination of a student's summative, and hence, public, letter grade. Through teachers' adherence to the assessment and grading procedures for writing in Unit curriculum English, the Ministry of Education lay claims on comparability and statewide standards.
