This Policy Advocacy paper focuses on expanding the District ABC Staff Development policy to include Drago-Severson’s (2009) pillars of adult learning. Research indicates the inclusion of a mentorship program, professional learning communities, and teacher leadership opportunities, will increase teacher collaboration, engagement, and professional capacities. There are significant educational, economic, political, social, legal and moral implications associated with the proposed staff development policy. Additionally, the staff development policy requires careful planning, implementation, and assessment, as will be addressed in this Policy Advocacy paper.

This Change Plan gauges the historical reality of the District ABC professional learning communities (PLC) to gain a better understanding of their past effectiveness and secure recommendations for the future. This Change Plan included a qualitative study conducted with the members of the Instructional Leadership Team (ILT). The ten members of the ILT provided feedback to the PLC Survey. The PLC survey was then coded for general themes and common language. This paper advocates for a local policy connecting a standards-based district professional learning plan to individual school improvement plans for the purpose of improving targeted instructional behaviors and student learning outcomes. Currently, my district’s school improvement plans follow a general template focused on student subgroup deficits and standardized test scores with little emphasis on professional learning aligned to educator and student outcomes. This paper details an evaluation of a school district's professional learning program for the purpose of understanding major patterns and important nuances that give shape to staff development. The perceptions of teaching staff were compared to Learning Forward’s Standards for Professional Learning (2011) using the Standards Assessment Inventory-2. The research design followed a single-case study approach with a combination of survey and focus group methodologies. The program evaluation examined systems provided to schools in the city of Chicago which needed intensive supports. This was done by evaluating qualitative and quantitative data. Much of the qualitative data was derived from interviews, while the majority of the quantitative data was compiled through Chicago Public Schools’ publically accessible data system. There were many advantages to looking at only the schools needing intensive supports. There were many similarities in these schools which helped strengthen and align with the qualitative data produced from the individuals interviewed. Teacher evaluation is a formal construct for improving instruction and student learning. Formal observations are a central component of that process. Wagner et al.’s (2010) change leadership model was used to assess culture, context, conditions, and competencies of a large, diverse urban school district to create a systemic plan for supporting building level administrators. Interviews were conducted with former building level administrators, teachers, and staff who worked with building level administrators within the district. Results indicated overwhelming support for the building level administrators in the district. Strategies for implementation included: creating professional learning communities, leading adult learning, and developing leadership capacity. This program evaluation studied the impact of teacher efficacy on progress monitoring structures. To examine the effectiveness of teachers’ efficacy on implementing a progress monitoring tool, teachers in grades 3-8 were administered a questionnaire to discover their perceptions about implementing progress monitoring with fidelity, their ability to use a computer-based program, their comfort in doing so, and the quality of the data it enabled them to view. The results of the questionnaire suggest that teacher efficacy is an important factor in implementing progress monitoring.

This Change Plan paper is the second part of a three-part dissertation on improving the progress monitoring structures to impact student achievement. Progress monitoring is a powerful instructional tool within the instructional cycle to increase student performance. Social-emotional learning has yet to be implemented in many schools in America. Without adequate social and emotional skills, students struggle to navigate their academic and social environments. Students attending a single-sex, urban charter school participated in focus groups and completed surveys about their perceptions of a social-emotional learning program that was implemented during the 2015–2016 school year. Social-emotional learning facilitators completed surveys and participated in focus groups to ascertain the strengths and weaknesses of the program. The policy has yet to be implemented despite high rates of student poverty, lagging test scores, school bullying, suspensions, and an increased number of school shootings.
