Educational Effects Of State Actions Banning Access To In-State Resident Tuition Rates For Unauthorized Immigrant Students, Luis Alexander Villarraga Orjuela

This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.

Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. Historically, racial identities in the United States of America have operated on a binary platform of ethno-racial consideration. In turn, this system has classified most racially ambiguous members of society into categories that fail to acknowledge the complexity of their ethnic and racial identities. These pre-determined classifications have lasting effects on the accessibility of opportunities and the social spaces available to ethno-racially unidentifiable members of society. The purpose of this quantitative study is to gain an understanding of the powerful instructional potential of combining the practice of looping, Cognitively Guided Instruction (CGI) professional development strategies, and the impact these practices have in addition to ethnicity in elementary education. The study focused on research questions pertaining to student's Measure of Academic Progress (MAP) scores and the implementation of looping, CGI strategies, and how ethnicity impacted student achievement.

The high rates of mobility in the U.S. can produce negative consequences for children's academic achievement. The purpose of this study was to determine relationships among math and reading academic achievement, mobility characteristics, student characteristics, and school characteristics in order to develop a model to predict achievement using these variables. Using such a model, educational stakeholders could identify students that are at risk for academic failure. The number of students enrolling in Advanced Placement (AP) classes has been increasing in Florida and across the nation over the last decade. However, this trend is not happening for traditionally underserved groups of students such as African Americans, Hispanics, and students from low socioeconomic backgrounds. The purpose of this study was to understand how a sense of belonging contributes to graduation persistence among nontraditional Hispanic college students. The collectivist culture among these adult learners often results in family and work obligations that curtail their pursuit of higher education. The voices of these students are mostly absent in the current literature and warrant the current research study. Sense of belonging and retention theory formed the conceptual framework for this phenomenological study. This study investigated the impact of family/school capital on the academic development of African American and Hispanic students by examining four educational outcomes (math/reading achievement at the tenth grade, high school graduation, post-secondary enrollment and post-secondary degree attainment) from the tenth grade through their post-secondary education. The Education Longitudinal Study of 2002 conducted by the National Center for Educational Statistics provided the data source. Hierarchical linear regression, multilevel binary logistic regression, and logistic regression were utilized to quantify the impact of family/school capital on the educational outcomes of African American and Hispanic students.
