Ethical and competent professional counselors are needed to provide quality counseling services to the public. Counselor educators and supervisors have the responsibility of training competent counselors. Furthermore, counselors and counselors-in-training have the responsibility of continually assessing their own development and implementing measures to increase their competency. Assessment instruments have sought to measure counseling competencies through evaluating counseling skills. However, a paucity of research exists that examines counseling competencies in a comprehensive manner using a psychometrically sound approach. In this research project, it was found that the pressure to meet accountability standards have intensified. The pressure to conform to testing curriculum created ethical dilemmas over the focus on curriculum or on test preparation. Educators are increasingly placed in an ethical dilemma of knowing what is needed to meet students' needs but rendered unable to meet those needs because of demands to conform to testing expectations under the new accountability system.

The present study examined the relationship between test anxiety, working memory, and verbal SAT performance. Test anxiety negatively affects performance because it decreases working memory space available for processing test information. However, the present study wanted to asses this theory with an experimental design to infer causation about test anxiety. Therefore, participants with high and low trait test anxiety were randomly assigned to experimental and control groups. Participants in the experimental group completed the assessments under conditions of elevated stress. However, these conditions had no effect on their performance.
