In the spring of 2008, Dwight Jones, Commissioner of the Colorado Department of Education, invited six Colorado school districts to partner with the department and an outside provider to close their achievement gaps in reading and math between minority and poverty students and White students and non-poverty students. Districts were invited to partner based on an achievement gap that exceeded the state‟s average gap in reading and math, and its perceived leadership capacity to initiate change.

This study compared immigrant and nonimmigrant educational achievement (i.e., the immigrant gap) in math and reading by reexamining the explanatory power of race and socio-economic status (SES)—two variables, perhaps, most commonly considered in educational research and policy formation. Four research questions were explored through growth curve modeling, factor analysis, and regression analysis based on a sample of participants in the Early Childhood Longitudinal Study-Kindergarten Cohort of 1998 (ECLS-K) from kindergarten to eighth grade (N = 6,861). Public education has long been the subject of public discontent. Historical events such as the Soviet launch of Sputnik in 1957, the Civil Rights Movement of the 1950s and 1960s, and repeated media reports that U.S. students were outscored by students in many other countries on international tests each prompted federal and state legislation aimed to reform public education. Following a presentation of the relative standing of the United States on three international tests, the history of public schooling in six states, Texas, North Carolina, Kentucky, Maryland, Florida, and Louisiana, is discussed.
