Richmond Public Schools: Post-Court Mandated School Desegregation (1986-2006), Joshua Cole

In 1970, cross-town busing was court mandated to enforce school desegregation in Richmond, Virginia. Unitary status was declared in Richmond when cross-town busing ended in 1986. Richmond Public Schools (RPS) no longer operated as a dual school system for blacks and whites after 1986. Class and racial segregation continued to exist in the City of Richmond. RPS remained predominately black and poor. Socio-economic conditions of the city continued to impact the school district. Controversies, mismanagement and low academic achievement stigmatized RPS until state and federal performance measures forced the district to improve. Very little empirical data exists on the topic of civility in schools, although much theory and philosophy are proffered in the literature. Literature on moral education and character education also informs the study of civility. Many of the philosophical theories mention education as a way of increasing civility in society. Some schools have attempted to implement various civility interventions and research supports the use of similar interventions to teach social skills; however, none have systematically collected data for these interventions to evaluate their effectiveness for teaching civility. American schools are becoming increasingly diverse. With the increasing diversity in school enrollment, professionals are faced with the challenge of providing culturally sensitive services in all areas, including crisis intervention planning. Additionally, language differences also affect help-seeking behaviors and may serve as a strong barrier to effective service delivery. Taking into account individual school and district demographics, schools must consider strategies to best meet the needs of students and families from culturally and linguistically diverse backgrounds. Substance abuse is the foremost health problem in the United States, with an estimated annual cost of over $400 billion and is linked to over 400,000 preventable deaths each year. Adolescents are among those abusing drugs and alcohol. Approximately one-half of high school students use alcohol and one-fourth smoke marijuana, and by their senior year of high school, over half will have used an illicit drug. Effective substance use interventions for young adults are important in preventing the progression toward other drug use disorders and harmful consequences of frequent drug use. The social problem being addressed through this project includes several challenges faced by our nation's schools, namely increasing numbers of disciplinary referrals, suspensions, and expulsions (Marchant, Anderson, Caldarella, Fisher, Young,Young, 2009). Further research states that "more and more children entering school are unprepared to learn, unable to cope with the social tasks involved in making friends and getting along with others, and unaware of their negative social effect on others," (Marchant et al., 2009, p.131).
