Introduction: The superintendents of several public school systems in East Tennessee met during the summer of 1959 to form an organization for the purpose of improving public schools through cooperative study and research. This organization was named "Public Schools for Cooperative Research" and soon came to be known as "PSCR." For a number of years such an organization had been the topic of many informal discussions in which superintendents visualized its possibilities and potentialities. The purpose of this study was to compile information (1) on the need for additional qualified personnel in the profession of education; (2) on the relatively untapped manpower of retire military personnel; (3) to become acquainted with the advantages and disadvantages of second careers in education; (4) on existing programs in schools of higher education designed to prepare persons from other areas of endeavor for a career in teaching; and (5) to develop an approach from this study for counseling military personnel nearing retirement and retired for a post-service career in education.

This study is based on the hypothesis that children make greatest individual progress under a system of achievement grouping. Such a plan is not to be confused with ability grouping. When children are grouped according to their achievement, it is possible, and even likely, for a child of low average ability to be in the same group with children of great ability because he is achieving at a high rate.
