The Salamanca Accord advocating the implementation of inclusive education for learners with special needs was signed in 1994, as well as the Convention of the Right of Person's with Disabilities in 2006. Yet, Sierra Leone faces challenges to implement fully inclusive education in schools. The purpose of this mixed-method study was to examine teachers' attitudes towards inclusion in mainstream classrooms. The conceptual framework for this study was premised on Azden's theory of planned-behavior, which maintains that attitude and behaviors are products of experiences acquired. Transition education is a required component of the Individuals with Disabilities Education Information Act of 2004, and all students who have disabilities must have a transition education plan to prepare them for life after high school. However, there are no definitive standards for transition programs, and it is unclear how administrators with successful transition education programs support those programs to make them successful. Evidence suggests that current special education teacher evaluation systems may not accurately reflect these teachers' unique duties and responsibilities. In a Midwestern, urban school district, the teacher evaluation system was not adequately aligned with the performance expectations of special education teachers. Guided by Danielson's framework for teaching, this qualitative case study explored elementary school principals' perceptions of teacher evaluation approaches, perceived effectiveness of these approaches, applications of key indicators of teaching quality, and barriers preventing accurate evaluations of special education teachers' performance. The purpose of this study was to identify general and special education teachers' understanding of professional learning communities (PLCs) at 2 public suburban elementary schools in the western United States. Both schools were in the second year of implementation of PLCs but seemed to be using PLC time to plan lessons. Inclusion classrooms were introduced in the United States in 1990 when the Individuals with Disabilities Education Act required that special education students be instructed in a general education setting. Ensuing changes in instructional formats have caused role confusion for special and general education teachers, resulted in mixed attitudes toward teacher responsibilities, and lowered teachers' sense of efficacy about being able to teach their students.
