In 2013 the California Legislation passed a new K-12 School accountability mandate.

The Local Control Accountability Plan was sought to increase the educational equity for targeted student groups in addition to allowing school districts to mine a diverse set of local school data to develop goals in the 8 priority areas that speak to the needs of their local students. A requirement of the LCAP was that school districts include a diverse set of stakeholders to work in a collaborative manner to develop, critique, and refine local goals. There exists a discrepancy with the number of females in the California superintendency being twenty-three percent, whereas seventy five percent of all educators are female. This study examined the demographics of the typical female superintendent in California as well as the perceived perceptions of these females in attaining the position. This study examined barriers to the superintendency and successful strategies utilized by females in attaining the public school superintendency. The purpose of this study was to examine the impact of the "C" average rule on student achievement at Stagg High School, Stockton, California. This study particularly addressed the issue of whether there were significant differences between athletes' grade point averages (GPA) before implementation of the policy and after. In addition, the study included assessing differences in attendance patterns of the athletes. The 1981-82 school year was identified as the year prior to implementation of the "C" average-rule. The purpose of the study was to (1) investigate the reasons parents in Sacramento County choose home schooling for their child(ren); (2) describe selected characteristics of the parents; (3) describe selected characteristics of their child(ren); (4) describe the educational programs used in the home schools; (5) describe the perceptions home schooling parents have of local public school administrators; and (6) describe the commitment these parents have to home schooling. The purpose of this study was to examine the factors important to the establishment of a Chinese language immersion program in San Francisco, parent motivations and attitudes toward the program, and the impact of the program on student achievement. Descriptive data collected on the 1st and 2nd year of program implementation included summaries of interviews with school personnel, information from documents of the San Francisco Unified School District, tabulations of parent questionnaire responses, and scores from a kindergarten skills inventory and Cantonese Language Skills Test. Access to higher education for low income, disadvantaged, and minority students has been, on a large scale basis, a recent phenomenon. According to Besis three main thrusts have supported the concept of public education for the masses, the Land Grant Act of 1862, the community college movement, and the G.I. Bill. This mass movement has not been equally distributed among all segments of the society. It was noticed as early as 1944 that there were substantial inequities in the degree of support for schools attended primarily by minority and poverty level students.

The specific problem of this study was to develop a five-year budget for the San Joaquin Delta Community College District. The choice of a five-year budget was made by the administration after studying the advantages and disadvantages of. shorter and longer term budgets. A term of less than five years did not meet the objectives of the college for the building and educational programs. Twelve years later in 1908 the first public school class in speech correction in the United States was organized in New York City, Programs of speech and hearing re-education in the public schools of the United States have expanded from this single metropolitan system in 1908 to a nation-wide effort in little more than fifty years.

In 1951, Education Code section 6903 was passed by the California State Legislature making it permissive for school departments to organize and conduct educational and training programs for severely mentally retarded children. In 1953 the first such program was established by the office of the San Joaquin County Superintendent of Schools. SInce that date, three additional programs have been added to serve these children in rural areas of the aforementioned county.
