This thesis is an attempt to develop a guide or handbook on Child Welfare services in the San Francisco Unified School District. San Francisco Unified school District has never had a complete handbook covering all areas of Child Welfare, although many mimeographed papers and booklets (Counseling and Guidance) describing various departments have been written. In this study it is hoped to give a picture of what actually takes place in the field.
