This paper explores the process used and the outcomes of the research and analysis of the current performance management system in the YWCA of Rochester, New York. The paper also explores the analysis and redesign of the YWCA's performance appraisal system, in partnership with the YWCA Personnel Committee. A review of current literature explores the components of performance management systems, with a particular focus on how the individual components are integrated. In 1996 the Roman Catholic Diocese of Rochester embarked upon a self assessment planning and re-structuring process, involving all the faith communities. The Diocese undertook this change planning-process because of a number of pressing issues. The number of active priests was declining and has continued to decline. This decline has had significant impact on the parishes' life and on their organization. A planning process was created that addresses this issue, entitled ''Pastoral Planning for the New Millennium"(PPNM). The purpose of this preliminary investigation is to examine key aspects of a learning organization such as knowledge sharing, mentoring, and teamwork. Specifically, the study examines importance and satisfaction levels of ten conditions which may or may not exist in a work environment reported by 53 Human Resource Development (HRD) professionals. These ten conditions were developed from a content analysis of related literature. To assess the likelihood of the existence of these conditions in organizations, HRD professionals were asked to complete a survey and report importance and satisfaction levels for ten defining conditions of a learning organization. The Workforce Investment Act And Its Impact On Post Secondary Training Providers: A Study Of New York State's Compliance Plan, Dottie E. Near

The purpose of this study is to analyze and interpret the requirements that the Workforce Investment Act (WIA) imposes on state and local workforce development initiatives. The research methodology was based on the two-part Near Model, which (1) determines the viability of a study and then (2) develops the process for project implementation. Initially, a case outline was constructed and sampling plan developed, which fulfilled the data requirements of the outline. The sampling plan included documents extracted from Federal and state government reports, websites and journal articles.
