It is the purpose of this study to investigate the merits of the "Washington Foundation Plan" as opposed to the supplanted state apportionment formula of 1965. Procedures of the foundation approach to state support will be applied to operating school districts to compare funds available under that system with those available under the previous method. This study intends to apply the plan to the high school districts of an entire county so that the financial impact of the newly-adopted approach upon small as well as large districts will be thoroughly understood.

The purpose of this study is to ascertain the incidence of pupil failure and non-promotion of a group of elementary school children. The improvement of school environment presents a different problem in each school. The problem facing the Ellensburg School District is one of providing more and better school housing. The purpose of this survey is to find out the condition of the present buildings, to make recommendations for improvements and alterations to the existing structures, to point out the needs for future building expansion. This survey is based on the results of an actual school census undertaken during November of this year.
