The teaching profession within P-12 education has more beginners in the field than ever before, growing the profession by 48%, which outpaces the 19% growth in student enrollment. The most common teacher among all practicing in America’s schools is someone in her or his first year of teaching. The decreasing levels of experience in the profession has led to increased rates of attrition because beginners have the highest attrition rates with up to 50% leaving the field within the first five years. The population of English Learners (ELs) continues to increase across the United States, and these students persistently perform below their native English-speaking peers in measures of academic achievement. Federal government leaders passed the Every Student Succeeds Act (ESSA) in 2015, which modified how state and local educational agencies identify, instruct, assess, and reclassify ELs and revised what funding EL programming could receive. In this multiphase study, I investigated how the macropolitics of federal and state policy became enacted in the micropolitics of a mid-sized school district in Kentucky. As international school heads (ISHs) advance through the school leadership pipeline, many find the transition to their new roles and responsibilities as an executive leader difficult, and as a result they struggle to fulfill the expectations of their governing board. In conversations with ISHs in the International Schools Organization (ISO), a pseudonym, several attributed this problem to the lack of preservice, executive leadership training. Most ISO school heads were trained as teacher-leaders and school principals. They excelled in these roles and were consequently promoted to executive leadership. This dissertation examined the leadership storytelling uses and practices by rural, public school superintendents in North Georgia who are engaged in change and innovation through agreements with the state in exchange for flexibility waivers from Title 20 of the Georgia Code. This study was the result of the participation of five rural, Appalachian superintendents in semi-structured interviews. Two of the districts were Strategic Waivers School Systems (SWSS) and three of them were Charter Systems. The purpose of the study was to explore the leadership actions and activities that contributed to the implementation of a schoolwide family engagement initiative in a school. A qualitative content analysis of secondary data design was used to investigate the intentional actions and activities of a school leadership team during the implementation of a family engagement initiative within an elementary school. The Coherence Framework (Fullan & Quinn, 2016) provided a lens for which to investigate schoolwide change across drivers and sub-drivers.

The number of African-American students studying a foreign language has continually persisted to be low (National Center for Education Statistics, 2009), thus eliminating them from the benefits gained from the study of foreign language. This study explores the experiences of African-American students in a partial Spanish Immersion Program (SIP) in Central Kentucky from their parents’ perspectives. Data were collected via a survey and a focus group. Findings revealed that data gleaned from the focus group corroborated responses from the survey. Effective leadership balances these diverse responsibilities through collective work of the shareholders in order to assure high levels of learning for all.

This qualitative study examined Response to Intervention (RTI) implementation in two high performing high schools in Kentucky. Both schools were classified as distinguished on the 2014-15 Kentucky School Report Card. One school has a long-standing tradition of high performance. Nearly 20% of public school teachers leave their position from one year to the next, a majority of schools have a turnover rate of 50% every three years, and over 50% of teachers leave the education field within the first five years of employment. Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. Many issues exist in the public school system in the United States today.
