The graduation rate for Latinos in the United States has consistently lagged behind the high school completion rate of White and Asian students in the United States. Efforts to bring equity to schools and improve high school success among Latinos have been inconsistent even after the implementation of No Child Left Behind Legislation. The use of a Spanish speaking parent liaison is gaining momentum as an intervention strategy in elementary schools, often funded by Title 1 grants to schools with large populations of socio-economically disadvantaged students. Accountability has become increasingly important in an era of financial stress coupled with the demand for continuous improvement, demonstrated through state mandated tests. In order to address the accountability issues associated with No Child Left Behind and in all probability the future Elementary and Secondary Education Act, it is critical to have current data regarding issues related to student achievement. Educators today were concerned with how the No Child Left Behind Act of 2001 dealt with the improvement of education throughout the United States. Schools should have put forth a greater effort and reduced the achievement gap between different groups of students based on race, gender, special education status, and if that student was economically disadvantaged. A problem was identified as low student MCT scores in the state of Mississippi. Section 1118(e)(2) of the No Child Left Behind Act of 2001 encouraged public schools to conduct and evaluate parent education programs to assist with closing the achievement gap. In an effort to combat the existing problem, the researcher engaged in a mixed-methods study to address four research questions.
