Small rural schools often struggle to facilitate true professional learning communities (PLCs) when there is one teacher per grade level in the building. The district selected for this study contained four elementary schools with one teacher per grade level and a combined middle and high school to collect perception data. Utilizing a concurrent triangulation design method, this dissertation set out to answer three research questions by analyzing the perceptions of PLCs from the lens of teachers and administrators. This explanatory design was used to develop and implement effective Professional Learning Communities (PLCs) at Target Elementary School (TES). The theoretical framework for this study began with the assumption that there was a direct link between PLCs, student data, and self-efficacy of educator collaboration. This study focused on the implementation of teaching practices targeted to impact self-perceptions of competence, belonging, usefulness, potency, and optimism (CBUPO) (Sagor & Cox, 2013) in at-risk students. The literature surrounding CBUPO focuses on strategies for implementation. However, gaps in the literature exist in researching changes in student perception, teacher practice after incorporating these strategies in their classrooms, and strategy impact on academic engagement of at-risk students. This dissertation evaluated the implementation of professional learning communities in a large suburban school district in North Carolina. The presence of shared and supportive leadership, shared values and vision, collective learning and application, shared personal practice, supportive conditions for relationships, and supportive conditions for structures are all attributes that were assessed to determine the degree of implementation.

The dissertation was designed to describe the relationship of collective teacher efficacy to the phases of professional learning communities (PLC) in a rural school district in the southern piedmont region of North Carolina. This study examined the impact of the implementation of a Professional Learning Community (PLC) model on teacher behaviors in two elementary schools. The research questions underlying and providing a research framework for the study were as follows: How does establishing a PLC change teacher instructional behavior? How does the implementation of a PLC encourage teacher professional growth? How do grade level meetings affect the instructional behavior of classroom teachers?

The purpose of this case study was to examine the change in perceptions of instructional staff in regards to five dimensions as it proceeded in establishing a professional learning community. The researcher utilized focused interview sessions, group interview questionnaires, and Huffman and Hipp's Professional Learning Survey to determine how the staff perceived the implementation of professional learning communities. The findings of this study will help the school of study determine the next steps of their journey of implementing professional learning communities.
