Educators often view students with emotional and behavioral disorders as students who cause disruption, require generous amounts of energy, and are overall taxing on classroom management and instruction. The perception of effort that EBD students require and their potential achievement, downplays the true potential of the individual. The main focus of this paper was to examine the disparities in behavioral expectations for students with emotional behavioral disorders in comparison to their classmates.

The least restrictive environment (LRE) is the educational placement determined necessary for obtaining maximum educational benefits. The individualized education program (IEP) team determines the LRE after analyzing the student’s academic and behavioral data and assessing the student’s unique needs. Specific special educational labels may produce a higher-than-normal frequency of more restrictive environment decisions by the IEP team. The current study surveyed general education elementary teachers about LRE placements of a hypothetical student with either autism spectrum disorder or emotional and behavioral disorders. Experiencing stress at high levels during pivotal developmental years can have a detrimental impact on adolescents’ overall development and well-being (Rahdar & Galvan, 2014; Romeo, 2013). Extensive research has shown the positive effects a strong student-teacher relationship has on students’ resiliency to counteract the negative effects of stress (Akin & Radford, 2018; Johnson, 2008; Masten et al., 2008; Mulloy, 2011; Sanders et al., 2016; Stewart & Sun, 2004). After school, students with EBD often have poor outcomes related to employment, postsecondary education, and independent living. Individualized strengths-based transition planning that provides a multitude of services and supports can improve these outcomes. School connectedness is the extent to which a student feels that adults and peers on their school campus care about their behavioral and academic success as well as their overall wellbeing. School connectedness is comprised of four factors: (a) bonding, (b) attachment, (c) engagement, and (d) climate. Systematic screening for social, emotional, and behavioral concerns (SEBC) identifies at-risk students and provides information to guide interventions that may prevent negative outcomes (Glover & Albers, 2006; Kauffman, 1999; Severson, Walker, Hope-Dolittle, Katochwill, & Gresham, 2007). However, the screening process may be influenced by the gender of the student (Young, Sabbah, Young, Reiser, & Richardson, 2010). Students with emotional and behavioral disorders often present with social skills deficits that negatively impact their outcomes in the educational setting. The inability of students to demonstrate appropriate social skills may lead to placement in more restrictive educational environments, limiting opportunities for social interactions with general education peers. The Check in/Check out (CICO) strategy is a secondary tier intervention designed to address those students who are not responsive to universal tier, school-wide positive behavioral interventions and supports (SW-PBIS), and require more targeted support. The present study extended the implementation of the CICO strategy to a residential facility. The functioning of children with emotional and behavioral disorders (EBD) is a concern for parents and educators. Screening focuses efforts to identify and prevent/remediate EBD for students most at risk. Current screening instruments fail to meet three factors that may be related to successful early identification. The three factors are universality (rates all students), brevity, and identification of internalizing and externalizing symptoms. Universal screening is an emerging practice in the field of education to provide at-risk students with early intervention services. Currently there is not a universal screener specifically designed for the middle school population. Therefore, the purpose of this study was to obtain junior high and middle school teachers' perspectives on behaviors exhibited by students at risk for emotional and behavioral disorders in order to develop preliminary test items. Several themes were identified from the teachers' perspectives. Teacher perspectives noted that at-risk students displayed a variety of internalizing and externalizing behaviors. The purpose of this study was to examine the effectiveness of functional behavioral assessment (FBA) based interventions for improving prosocial goals and behaviors and reducing problem behaviors of a student at risk of emotional and behavioral disorders (E/BD). Specifically, this study was interested in whether the behavioral intervention plans based on the function of behavior had an impact on the student's thought processes impacting prosocial decision making. Latinos are the largest and fastest growing ethnic minority in the U.S. (NCES, 2004). Despite dramatic increases in Latino enrollment, a dearth of information exists regarding culturally responsive services. Latino students face poor education outcomes, including the highest dropout rate of any race (President's Advisory Commission on Educational Excellence for Hispanic Americans [PACEEHA], 2003), and disproportionate over-representation in special education programs (Aaroe, 2004; Artiles & Trent, 1994; U.S. Department of Education, 1992, 1995, 2000).
