This research aimed to look specifically at traditional public and charter schools in Illinois to examine the impact of their policies and practices on educator turnover. The study elevated the voices of teachers who voluntarily left their schools due to various factors. It is incumbent upon them to review the data regarding their attrition rates and what teachers report about the structures and practices that push them to another school, district, or from the teaching profession altogether. Racial discrimination in school discipline for students of color is steeped within the history of educational institutions throughout the United States. Despite the federal law Title VI, which prohibits discrimination in schools based on race, color, or national origin, discriminatory school discipline outcomes persist and perpetuate educational inequities and continued marginalization of students of color. The issue of disparate school discipline is attributed to implicit and explicit adult biases, cultural dissonance between teachers and students, and systemic issues in school discipline policies, such as subjective and vague definitions for minor discipline infractions and wide-sweeping zero-tolerance policies. Nearly 26% of American adults have a disability. The goal of vocational rehabilitation for individuals with disabilities is to participate in the labor market and improve their quality of life. Employment is an excellent community reintegration. The U.S. Department of Labor reported that in 2020, a total of 4.7 million veterans received a rating of the service-connected disability from the Department of Veterans Affairs (VA) or the U.S. Department of Defense. The unemployment rate for veterans with a disability is 6.2%, which is not a significant difference from the unemployment rate of 7.2% for veterans without a disability. According to …

This qualitative, multicase study examined how principals perceived the role of instructional coaches and how they facilitated, influenced, and supported teachers’ professional learning through the instructional coaching program. Including the researcher as a participant, 16 participants from three suburban school districts—including district-level administrators, principals, instructional coaches, and teachers—engaged in semistructured interviews. This study was framed by Desimone’s core conceptual framework for professional development and Spillane’s distributed leadership model. Data analysis revealed principals viewed instructional coaches as their partners in instructional leadership and professional learning facilitators. This dissertation examines the policy requirement of site-based expenditure reporting which is a requirement of the newest reauthorization of the Elementary and Secondary Education Act of 1965, the Every Student Succeeds Act. For the first time, the federal government has required school districts to report site-level expenditure data publicly. In Illinois, the tool used to meet this federal reporting requirement is Site-Based Expenditure Reporting. In this study, I focus on how school finance leaders understand, process, and implement the site-based expenditure reporting requirement while considering concepts of equity and adequacy. Credit for prior learning is a way to recognize previous experiences and knowledge as an equivalent to college level learning. Determining effective ways to accept credit for prior learning experiences can have a positive impact on students, including community college students, as they work to reach academic goals. This qualitative study aimed to understand the experiences of community colleges students who have received credit for prior learning on their academic transcript. This case study evaluating three high schools’ blended online credit recovery programs spanned the course of three years. The first part of the study examined the student demographics and outlined the basic structure of the programs. The demographics showed a disproportionate number of students of color and students receiving Free/Reduced Lunch in the online credit recovery programs at each school when compared to the school population. Each program shared the blended structure – online instruction with teacher facilitation. The enactment of Senate Bill 100/Public Act 099-0456 (SB100) in 2016 compelled school districts throughout Illinois to evaluate student discipline policies. This dissertation examines the impact SB100 had on middle and high schools throughout the state and within a large suburban K-12 school district. This dissertation is organized into three separate papers. Paper 1 provides a historical context for disciplinary practices used for students in public schools both in Illinois and throughout the country and explores new discipline practices that have emerged since the passing of SB100.
