A Multilevel Model Of Poverty, Community Factors, And Learning For Students With Disabilities., Randal Barnes

Students with disabilities face challenges to academic success that can be exacerbated by the effects of poverty. In this study, Hierarchical Linear Modeling (HLM) was used to analyze the effects of socio-economic status, social capital, and threats to safety on literacy test scores for students with disabilities. Results of the analysis indicate that discipline rate had a significant effect on mean district scores on statewide standardized tests, but not on the impact of socio-economic status on test scores. The passage of The No Child Left Behind (NCLB) Act (2002), formerly known as the Elementary and Secondary Education Act, sparked a significant rise in the number of students with disabilities receiving their instruction in the inclusive setting. While previous legislation mandated that students with disabilities be included in standardized testing, NCLB called for closing the achievement gap between students with disabilities and their nondisabled peers. In 2002, President Bush signed into law the No Child Left Behind Act, which required all students to be proficient in English and Math by 2014. (Congress, 2002), including all subgroups. Students with disabilities were expected to meet the proficiency criteria along with all other subgroups. NCLB also required schools to report assessment scores to reflect the achievement of students as well as demonstrate all students were meeting, or at least making gains to achieve, proficiency. In this study, the factors that influence special education teachers to remain in their profession for at least five years were identified and analyzed. The study involved a mixed-methods design including a survey and interviews with experienced special educators. The survey items and their categorizations as relational support or organizational factors were based upon Billingsley’s (2004) landmark research. The population consisted of special educators who remained in their current teaching positions for at least five years.
