This thesis evaluates the curricula implemented in four mother-tongue based multilingual education programs in the Philippines, Thailand, East Timor, and Cameroon. The method for conducting research in this thesis is based on the five principles to enhance learning presented by the World Bank and the prism model developed by Thomas and Collier. The five principles presented by the World Bank are as follows: (1) Teach children in a language they understand starting with Early Childhood Education and Care services through at least the first six years of primary schooling. The Turkmen Mother-Tongue Based Multilingual Education (MTB-MLE) Preschool program in Afghanistan provided the ideal environment to research how evidence-based MTB-MLE preschool programs can be implemented in a way that aligns with the cultural and linguistic views of the Turkmen people in Afghanistan such that supervisors, teachers, and the community strive to implement and participate in the program to the fullest extent. Data was triangulated by the use of interviews, participant observation, and MTB-MLE preschool monitoring reports. A qualitative research method was used to gain insights into the perceptions and experiences of supervisors, teachers, and the community on the MTB-MLE program. …

The Naskapi language is the language of instruction in the early primary grades of the school in the Naskapi community. Only recently have Naskapi-speaking teachers received formal instruction in pedagogy, with a cohort of Naskapi teachers following courses for their Bachelor of Education degree towards careers teaching in the Naskapi language in their local school. These adults are highly motivated to become literate in their mother tongue in order to teach or prepare curriculum materials in the Naskapi language. This study examines the factors impacting how child speakers of two minority languages spoken in India, Bondo and Desiya, acquire phonological awareness of sounds in Oriya, the language of instruction in many schools in the state of Orissa. Previous research has shown that learners benefit from instruction that teaches how to analyze and synthesize sounds in their first and second language rather than repeat and memorize them. Learners also have shown better recognition of sounds when they are presented in minimal contrasts than when they are not. People have been interacting with print in the South Sumatran city of Palembang for well over a millennium. Most of this literate activity has been carried out in languages other than the vernacular. Even now, the vast majority of print in the public realm in Palembang is in Indonesian, English, Arabic, and Chinese. And yet there are examples of the local language, Baso Pelembang, in print. This thesis looks for reasons behind these variations from the norm.

This research was designed to gain understanding of literacy skills transfer from a first language involving a particular writing system to a second language which uses another, divergent writing system. The author has worked in adult literacy in an area of the Sahara desert where the people's first language is Arabic and the majority of adults were illiterate. The present research utilized this setting to study literacy skills transfer from Arabic to English.
