As the demands for public accountability increase for the higher education industry, institutions are seeking methods for continuous improvement in order to demonstrate quality within programs and processes, including those provided through online education. Because of the rapid growth of online education programs, institutions are further called upon to demonstrate that quality education is being delivered to students at a distance. The authors studied a course in which an instructor allowed individuals at a distance to participate. These students, though not formally enrolled in the university where the class took place, were given full access to all course materials and were encouraged to complete course assignments. The authors examined the time and technical proficiency required to involve learners at a distance. These learners were surveyed to determine how they perceived the course. Their work in the course was also examined. Learners at a distance reported receiving some benefit from the course, particularly in terms of learner-content interaction. This mixed methods concurrent triangulation design study was predicated upon two models that advocated a connection between teaching presence and perceived learning: the Community of Inquiry Model of Online Learning developed by Garrison, Anderson, and Archer (2000); and the Online Interaction Learning Model by Benbunan-Fich, Hiltz, and Harasim (2005). The objective was to learn how teaching presence impacted students’ perceptions of learning and sense of community in intensive online distance education courses developed and taught by instructors at a regional comprehensive university.

Canada is characterised by a large geographic area, rugged terrain, and many rural communities whose schools cannot offer the same educational opportunities as their urban counterparts. The province of British Columbia exemplifi es this situation. Since 1919, British Columbia has embraced open and distance learning to provide education opportunities across the vast province. British Columbia now has over 50 public and independent (i.e., private) schools offering distributed learning to almost 60,000 students in primary and secondary education.

This case study focuses on the Partnership Vehicle that was jointly developed by the School of Art, Design and Printing at the DIT, and the Sherkin Island Development Society in the period 1998 to 2004, in order to construct and deliver a pilot Fine Art programme on Sherkin Island in West Cork. The pilot programme was delivered on Sherkin from 2000 to 2003, and subsequently, based on the pilot, the School of Art, Design and Printing developed a prototype Fine Art degree aimed at isolated communities.
